VHB ' Date: September Union County `,71) - Chestnut Parkway is a recently constructed 4-lane median -divided roadway with on -street parking on both sides running southwest -northeast in the Town of Indian Trail in Union County. Existing Chestnut Parkway provides a connection between US 74 (Independence Boulevard) and Matthews -Indian Trail Road, as well as access to Chestnut Square Park and Carolina Courts. STIP U-5808 - Union County - SHORT FORM CIA - October 2017 - page 2 Ultimately, the proposed Chestnut Lane Extension will extend Chestnut Parkway from its current southern terminus at Matthews -Indian Trail Road to existing Chestnut Lane. The U-5808 project will build the section of roadway from Matthews -Indian Trail Road to Gribble Road, with the final connection southwest to existing Chestnut Lane to be built by the Town as a separate project. The U-5808 extension will cross an active CSX railroad as a grade - separated crossing and will create a new intersection at Gribble Road. The Direct Community Impact Area (DCIA) for the project contains a mix of land uses. The northwestern portion of the DCIA is single family residential (rural) with some agricultural use. The southwestern portion is single family residential (suburban) and some commercial. The area along Indian Trail Road North from the CSX crossing to US 74 (Independence Boulevard) is commercial/downtown. The northeastern portion of the DCIA, bounded by the CSX railroad track and Chestnut Parkway, contains single family residential (suburban) and light industrial uses. Notable Characteristics • Active agricultural operations were observed along both sides of Gribble Road north of Navajo Trail. The operations included land cultivated for crops. Farm equipment was seen in this area. Indian Trail Hardware located on Indian Trail Road is a provider of general farming supplies. There is also a supplier of agricultural farming machinery on nearby Smith Farm Road immediately west of the intersection of Mathews -Indian Trail Road. • Pedestrian facilities in the DCIA include sidewalks along parts of existing Chestnut Parkway, one side of Indian Trail Road, parts of Matthews -Indian Trail Road and Gribble Road, and along a few parcels on US 74. • Several pedestrians and a bicyclist were observed in the DCIA during the site visit. • Gribble Road and Matthews -Indian Trail Road have numerous light industrial and office related businesses located along their frontages. Indian Trail Road is a business and civic corridor with numerous commercial and institutional uses. US 74 is also a heavily used corridor for transporting goods, and tractor trailers were observed on this road. • Indian Trail Elementary School is located within the DCIA. Approximately 10-15 Union County Public School buses travel through the project area per day between 6:45 am-7:30 am and 1:30 pm-2:30 pm. Some buses make up to four trips per day. Carpool traffic enters Indian Trail Elementary on Gribble Road between 6:45 am- 7:30 am and 1:30 pm-2:30 pm. • Notable community resources in the DCIA include: Indian Trail Administrative Building, Indian Trail Civic Building and Union County Sheriff's Office —Indian Trail Division, Indian Trail Elementary School, STEPS Developmental Academy, Boy Scouts of America Pack 276, Indian Trail Presbyterian Church, and Indian Trail Hardware. The Veterans of Foreign Wars center is located just outside the DCIA off Indian Trail Road. • The principal of Indian Trail Elementary and local planners expressed concern about maintaining school access during construction, and communicating with the school well in advance about road closures or changes in traffic patterns. • Census data indicates a notable presence of populations meeting the criteria for Environmental Justice within the Demographic Study Area (DSA), but no minority or low-income communities were observed within the Direct Community Impact Area (DCIA) during the field visit or were noted by local planners. • Census data does not indicate Limited English Proficiency (LEP) populations meeting the US Department of Justice LEP Safe Harbor threshold, but does indicate a Spanish language -speaking population exceeding 50 persons within the Demographic Study Area that may require language assistance. Potential Project Impacts • Existing Chestnut Parkway has on -street parking on both sides, bordering Chestnut Square Park and Carolina Courts facilities. It has not been determined whether this parking would be removed so that Chestnut Parkway would operate as a four -lane facility at all times after the construction of the Chestnut Lane Connector. The removal of this parking would impact visitors to and employees of Chestnut Square Park and Carolina Courts. • As noted by the local planner, the proposed road alignment would traverse an active farm on Gribble Road immediately west of the CSX track: Parcel #07105029 Killough Family Farm 21 LLC. This could negatively affect the owners of those farms/fields and permanently reduce their agricultural operations. • On the western side of Gribble Road, the Simpson property would be affected due to its location at the terminus of the proposed Chestnut Lane Connector. The intersection or roundabout would likely encroach on some farm fields and require relocation of the property's driveway on Gribble Road. • During the construction phase, a short-term or weekend closure of Gribble Road may be used to speed construction. Agricultural equipment/vehicles may need to use alternate routes to access farmland on Gribble Road temporarily, but there is sufficient connectivity in the area to redirect traffic. STIP U-5808 = Union County = SHORT FORM CIA o October 2017 = page 3 • Project construction will likely result in temporary impacts to existing pedestrian facilities, specifically at existing cross streets (Matthews -Indian Trail Road and Chestnut Parkway). Access to these facilities may be limited during temporary lane closures. After construction, pedestrians would benefit from new sidewalks along the project corridor. • Due to temporary lane closures on Gribble Road and Matthews -Indian Trail Road during construction, trucks may need to use alternate routes temporarily, but there is sufficient connectivity in the area to redirect traffic. Long term, this project could have positive economic impacts through improved accessibility to Indian Trail from major routes like US 74 (Independence Boulevard). • Short-term or weekend closure of Gribble Road and temporary lane shifts or closures may require police, fire, and emergency services to use alternate routes temporarily during construction. • During construction, a short-term or weekend closure of Gribble Road may be used. There will likely be lane shifts and temporary lane closures on Gribble Road and Matthews -Indian Trail Road. These closures could have negative impacts on bus routes and carpool traffic at Indian Trail Elementary School, especially during school drop-off and pick-up times. • Short-term or weekend closure of Gribble Road could reduce access to some community resources temporarily. • While minority populations are present in the DCIA, no notably adverse community impacts are anticipated with this project; thus, impacts to minority and low-income populations do not appear to be disproportionately high and adverse. Benefits and burdens resulting from the project are anticipated to be equitably distributed throughout the community. No disparate impacts are anticipated under Title VI and related statutes. Findings and Recommendations • NCDOT should coordinate with Town leaders and stakeholders prior to removing on -street parking on existing Chestnut Parkway to operate four travel lanes on existing Chestnut Parkway and the Chestnut Lane Connector. • The NCDOT Project Planning Engineer should ensure that access is maintained for farm equipment and impacts to agricultural operations are minimized during construction. • The NCDOT Project Planning Engineer should coordinate with NCDOT Division of Bicycle and Pedestrian Transportation to evaluate the inclusion of bicycle/pedestrian facilities in the Chestnut Parkway Connector, as well as the necessary level of bicycle/pedestrian access accommodation during construction. • NCDOT should coordinate with Town leaders and local stakeholders to communicate in advance about lane closures and alternate routes during project construction. • NCDOT should coordinate with local police, fire, and EMS to communicate in advance about lane closures and alternate routes during construction. • NCDOT should coordinate with the Principal of Indian Trail Elementary School and Town leaders to ensure that lane closures during project construction do not adversely affect school operations any more than necessary. • NCDOT should coordinate with Town leaders and the public to ensure that closures during project construction do not adversely affect access to community resources any more than necessary. • NCDOT should coordinate with property owners to communicate project impacts. • Because notable Spanish language -speaking populations requiring language assistance are located within the DCIA, the NCDOT Project Planning Engineer should consult with NCDOT Public Involvement to determine appropriate measures assuring meaningful public involvement to satisfy the requirements of Executive Order 12898. Chestnut Square Park is a community and Town resource, owned and operated by the Town, that serves as a public park and hosts events and festivals such as the "National Night Out" event supporting law enforcement, firefighters, and emergency medical services providers; the Cultural Arts Festival; and outdoor movie showings on the field. Sharing a parking lot with Chestnut Square Park, the privately -owned and operated Carolina Courts complex is also adjacent to the current Chestnut Parkway and accessed from Matthews -Indian Trail Road or Chestnut Parkway. This community/Town resource has basketball and other indoor sports courts and a restaurant. Membership is required, but is free for Indian Trail residents with valid identification. Crossing Paths Park is located on Blythe Drive, next to the Town of Indian Trail Administrative Building, within the DCIA but not adjacent to or accessed from the project corridor. Therefore, it is considered "not present" and impacts do not need to be assessed. The Indian Trail Cultural Arts Center, located at the corner of Indian Trail Road South and Navajo Trail, is located within the DCIA but is not accessed from the project corridor. Therefore, it is considered "not present' and impacts do not need to be assessed. A Boy Scouts of America activity center on Indian Trail Road is located within the DCIA but is not accessed from the project corridor. Therefore, it is considered "not present' and impacts do not need to be assessed. BICYCLE, PEDESTRIAN, AND/OR GREENWAY FACILITIES AND ACTIVE TRANSPORTATION PrPSPnc:P Are there existing bicycle, pedestrian, greenway or other active transport facilities located in the Direct Community Impact Area? Are there future plans for bicycle, pedestrian, greenway or active transport facilities to be located in the Direct Community Impact Area? Indian Trail Road has an almost complete sidewalk on the north side through the entire DCIA (begins and ends outside the DCIA in downtown Indian Trail in the south, Independence Boulevard in the north). This sidewalk is interrupted by several parking lots. Gribble Road has sidewalks on both sides from Education Drive to Indian Trail Road. Existing Chestnut Parkway has a sidewalk on one side from Nelson Lemmond to Matthews Indian Trail. Nelson Lemmond and Chestnut Square have sidewalks their entire lengths (bordering the Chestnut Square Park). Matthews -Indian Trail Road has a sidewalk from Chestnut Parkway to North Indian Train Road, but this sidewalk is currently disrupted by construction activities related to Indian Trail Town Hall on Matthews -Indian Trail Road. The Matthews -Indian Trail sidewalk has several large gaps north of Chestnut Parkway. There are no dedicated bicycle facilities or defined bicycle routes in the DCIA. The Carolina Thread Trail Master Plan for Union County and Participating Municipalities (2011) proposes several greenways in Indian Trail, including a trail along Old Monroe Road connecting Indian Trail to Stallings, but none are in the DCIA. Impacts ® YES Is the project likely to result in impacts to bicycle, pedestrian, and/or greenway facilities? ❑ NO Project construction would likely result in temporary impacts to sidewalks on existing cross streets (Matthews -Indian Trail Road and Chestnut Parkway). BICYCLE/PEDESTRIAN ACTIVITY Presence Were bicyclists, pedestrians or worn paths observed in the Direct Community Impact Area? One bicyclist was observed in the DCIA during the site visit, riding northeast on the sidewalk of Indian Trail Road South towards downtown, and later riding southwest on the same sidewalk. Several pedestrians were observed using the Chestnut Square Park trail for recreation, and using the sidewalks on Chestnut Square Road and Matthews Indian Trail Road. Impacts ® YES Is the project likely to result in impacts to bicycle or pedestrian activity? Were any riders observed using or known to use these facilities? Were any of these riders special users? Impacts Is the project likely to result in impacts to transit routes, facilities, and/or activity? Recommendation LOCAL AREA PLANS, GOALS, AND DEVELOPMENT ACTIVITY Presence ❑ YES ® NO Are there any local area plans, goals, or zoning initiatives specifically affecting the Direct Community Impact Area (e.g. comprehensive plan; corridor or thoroughfare plan; small area plan; long-range growth plan; health impact assessment; etc.)? Has recent development activity occurred in the Direct Community Impact Area and/or are there known plans for public or private development activity in the Direct Community Impact Area? Several local area plans and goals refer to the DCIA. The Union County 2025 Comprehensive Plan (2014) categorizes the U-5808 project area as mixed residential with several Neighborhood Centers (commercial and mixed residential) and a Town Center/Downtown, and Employment Center. The Indian Trail Comprehensive Plan (2013) notes that the Monroe Connector and Bypass will divert through traffic from US 74, which will allow US 74 to become "a more effective regional commercial road in Indian Trail." The Indian Trail Bicycle Master Plan (2011) recommends improving connectivity for bicyclists between existing subdivisions, schools, and other destinations around town. The plan notes that the CSX railroad and US 74 (Independence Boulevard) are major barriers to connectivity for bicyclists. The plan notes that there are no signed bicycle routes within Indian Trail, and no designated bicycle facilities except for a few segments of multi -use path on US 74 totaling 0.5 mile. The Indian Trail Downtown Master Plan (2006) recommended alleviating congestion on Indian Trail Road with a new east -west connection to create a more pedestrian friendly downtown environment. The Pedestrian Master Plan (2009) recommends focusing on connectivity of sidewalks in existing areas and future development. The Charlotte Regional Transportation Planning Organization (CRTPO) 2040 Metropolitan Transportation Plan includes the U-5808 project. Current development in the DCIA includes the new Indian Trail Municipal Complex. This includes the new Town Hall building (currently under construction and scheduled for completion in 2017) and associated future outparcel development on Parcels 07105011 B and C and Town Center Mixed Use Project on Parcel 07105035. The property is located on Matthews -Indian Trail Road across from Chestnut Square Park, adjacent to the proposed road extension. The Town of Indian Trail and NCDOT are working to revitalize the downtown area with the Indian Trail Road Downtown Project, a complete streets project to improve walkability and add parking on Indian Trail Road from Shady Bluff Drive to Gribble Road. The project will also include intersection improvements at Matthews -Indian Trail Road and Indian Trail Road. Pedestrian facilities will connect Crossing Paths Park, the Downtown area, Chestnut Square ® YES ❑ NO ❑ YES ® NO STIP U-5808 - Union County - SHORT FORM CIA October 2017 page 9 Park, the new Town Hall, and planned greenway projects. The Charlotte Regional Transportation Planning Organization has approved the project, which will now be programmed into the STIP. NCDOT is converting several intersections on US 74 into superstreet intersections, including the intersection of Indian Trail Road and US 74. The project is expected to be completed in November 2018. Future development includes the completion of the extension of existing Chestnut Parkway from Gribble Road to Old Monroe Road by the Town of Indian Trail. STIP P-5704 (CSX Rail Road Siding Project), will involve 10,000 feet of siding extension at Stouts in Union County, milepost 311.8 to milepost 316.9. Anticipated construction year is 2018. Future bicycle and pedestrian accommodations include the US-74 Sidewalk/Multiuse Path from Indian Trail Road to Unionville -Indian Trail Road. There is also potential future extension of Charlotte Area Transportation Silver Line Light Rail to Downtown Indian Trail. The footprint of proposed Chestnut Parkway bridge over CSX line should be considered for expansion to ensure sufficient space for potential future light rail line extension. Clarification is needed. *The only safe route to school is via entering the school property via Gribble Road. 13. Based on your knowledge of the project area, do you have any concerns with the condition/capacity of potential detour routes or the location of resources along these routes with respect to school traffic? *Staff/School visitors use Gribble Road to access staff parking lots. I am concerned that road closures would make it more difficult for staff/parents families to access school parking lots and the property during construction. This would be a significant inconvenience to them. They would need significant prior warning so that they can plan ahead to arrange a new route and travel time to accommodate the route. *1 am concerned about the added traffic to the area as a cut -through to avoid traffic during rush hour. This already happens on Indian Trail road in the morning and afternoon. This presents a safety hazard during school hours. * During the last construction event that occurred on Indian Trail Road, DOT did not keep the school informed of updates, deadlines, and timelines associated with the delays that occurred. Additionally, traffic during morning arrival and dismissal was horrible and required an off -duty policeman to direct traffic. This cost was absorbed through local funds to ensure the safety of our staff/students/families during morning arrival and afternoon dismissal. * When construction begins, it may be necessary to redirect traffic using an alternative pathway. School officials are happy to work with DOT. We just ask that we be informed of the process so that we are providing our customers with the best service. 14. There would be great concerns at all times. Gribble Road is the main access to the school for our carpool parents and for buses. Buses enter and exit the school via this road. Gribble road is also the main access point for visitor parking for our guests that visit the school during the day. Road closures will impact staff/parent access to the school property which will impact the school's goal to involve parents as partners in their child's education. Additional yearly events are as follows: August — the beginning of school; November/December — Holiday events and parent/teacher events, March/April — community events hosted at the school site, spring events and Parent/teacher events; May/June — End of Grade testing & End of Year events. ** Happy to work with DOT on this. Additionally, a system for open communication needs to be established to ensure that we are working together for optimal results. *Easy access to the new road near the back property of the school could provide a safety concern in providing access to unwelcome guests such as child predators or unapproved guests. *Additionally, there have been times when the businesses just a half mile away have been robbed and suspects have used the school's back field to escape authorities. This road would provide offenders with greater access for escape, which could put our students in unanticipated danger. ** Before this construction begins, I request a face to face meeting with DOT and Indian Trail town officials so that we can work together for an optimal end result.
