Hello again Jason ... I apologize for the confusion... there are no wetland impacts associated with the sewer force main on
this project. The minor wetland impacts were associated with the water main portion of this project (on the other side
of the road) ... but not the sewer force main. A 401/404 permit has been obtained. The impacts associated with sewer
force main construction are Riparian Buffer Zone 2 impacts only, as shown in the permit plan snippet below. The
majority of this pipeline is being constructed via horizontal directional drilling and the Zone 2 buffer impacts are for
contractor HDD equipment setup.

We are reviewing the referenced application for the replacement of forcemain that crosses Swift Creek and have the
following questions:
1. Item 11.2 states that this is an existing permit/project, but no permit number is provided. Was this forcemain
covered under an earlier permit? This was an error...this permit application is not associated with an existing
project. This is for a new project.
2. ItemV.1 was not completed. I assume this is part of Edgecombe County's Collection System, and it eventually
goes into Rocky Mount's CS before going to RM's WWTP? If so, please provide these collection system
numbers. Collection system numbers have been requested, and are being provided by Michael Matthews,
3. Item IX.2 was checked "No" for meeting wetland separation requirements. Please explain. There are minor
wetland impacts for construction setup of a horizontal directional drill of the new force main piping.
4. Item IX.4 states that a 401/404 is not required for this project. Is this correct? This is an error. A 401/404
permit has been obtained.

We are submitting our application requesting a fast track permit for relocation design of an
existing 8" sanitary force main adjacent to Bridge No. 87 over Swift Creek on NC-97. At this
location, NCDOT is currently in progress with design activities to replace the existing bridge, and
the construction of the bridge will interfere with the existing force main.
We have prepared the relocation plans, profiles and standard details in accordance with NCDOT
standards and the NCDEQ Minimum Design Criteria for the Permitting of Pump Stations and
Force Mains. Horizontal Directional Drilling (HDD) is proposed for installations of new force
main of the same size as existing, as shown in the utility construction plans. The total length of
the force main to be relocated is approximately 1,052 linear feet. There is no new generation
of wastewater associated with this project.
One original and one copy of the following documents are included in this application:

➢ USGS Topographic Map; and
➢ Street Level Map;
