RE: WLS Revisions to ePCN for the Upper Rocky Mitigation Project, USACE AID# SAW-2015-
01816, DWR Project #20160849, Yadkin River Basin, Cataloging Unit 03040105, Mecklenburg
County, NC Dear Mr. Roden-Reynolds, Mr. Haupt, and Ms. Davis: Water & Land Solutions, LLC (WLS) submitted an ePCN for the Upper Rocky mitigation project on February 28, 2020 along with the accompanying fee payment to DWR. On March 17, 2020 WLS received an email from Todd Tugwell with additional comments on the final mitigation plan. One of those comments addressed the design location of Reach R3. On March 19, 2020 DWR put the PCN review on hold until the design revisions were finalized. Based on these additional comments and correspondence, WLS has redesigned sections of R3 and R5. This redesign has revised the stream and wetland impacts in the February 28th ePCN submittal. Please find summarized below the revisions to the ePCN:
• Updated wetland and stream impact tables attached (wetland impacts remain the same)
• Updated Figure 6 – PCN Impacts and Figure 7 – Forest Impacts
• Revised Final Mitigation Plan (April 2020) has been uploaded to the Supplemental Information link
