No changes have been made from the draft permit. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office . of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). BIOCIDE CONDITION The permittee shall not use any biocides except those approved in conjunction with the permit application. The permittee shall notify the Director in writing not later than ninety (90) days prior to instituting use of any additional biocide used in cooling systems which may be toxic to aquatic life other than those previously reported to the Division of Water (duality. Such notification shall include completion of Biocide Worksheet Form 101 and a map locating the discharge point and receiving stream. Process and contact wastewater is sent to the City of Wilmington's wastewater treatment facilities; the subject permit only covers non -contact cooling water, boiler blowdown, air conditioner condensate, air compressor cooling water, roof/yard drainage, bleed -off from wells and stormwater. These discharges were covered under a general permit originally, but were covered under an individual permit beginning in 1981 as per a request made by the Wilmington Regional Office (WiRO), Outfall 001 discharges non -contact cooling water and other non -process wastewater; outfall 002 discharges non -contact cooling water, non -process wastewaters and stormwater. Biocides and other water treatment chemicals have been added to each of these wastestreams. The permit renewal application proposes a new outfall, 001SCC (as per Corning's on -site naming convention) for the discharge of non -contact cooling water and heat exchanger water that is expected to be identical in nature to the discharge from 001. The Permittee also holds Stormwater Permit NCS000076 and a permit associated with the Coastal Stormwater Program. Instream Monitoring and Verification of Existing Conditions and DMR Data Review. DMR data from January 1999-July 2001 were reviewed. The facility monitors flow, temperature, pH and total residual chlorine. At outfall 001, the average flow was 0.0240 MGD and the average TRC was 4.7 ug/L. At outfall 002, the average flow was 0.053 MGD and the average TRC was 6.4 ug/L. Upstream and downstream temperature is recorded weekly. In general, there appears to be little difference between the upstream and downstream temperature (see instream data plot attached to document). PERMITTING STRATEGY The proposed new outfall, 001 SCC, should have the same conditions as 001. For purposes of entering it into our database, the outfall will be designated 003 (Coring's 001 SCC). The Supplement to the Cover Page should state that the monitored parameters are contingent upon the same or equivalent cooling towers and HVAC being installed as what is already on site. Waste Load Allocation (WLA). The last WLA was done in 1985 and recommends monitoring for pH and temperature. Reasonable Potential Analysis (RPA). Given the effluent characteristics (no process wastewater) and monitoring requirements, no reasonable potential analysis was performed. SUMMARY OF PROPOSED CHANGES In keeping with Division policies, the permit will remain the same for the existing outfalls 001 and 002. A new outfall, 003 (Coming's 001SCC), will be added to the permit with monitoring requirements identical to those of 001. S. other Special Items: PART TV - EVALUATION AND RECOMMMDATIONS The company produces waveguide fibers which are used for telecomnunications and data, transmissions. Sanitary waste and contact waste are discharged to the City of Wilmington collection system. Outfall, 001 includes non -contact blowdown from Cooling towers 1 - 5, air conditioning- condensate, air compressor cooling water, and bleed -off from well #2. dutfall 002 includes blowdown from. Cooling towers #6, 7, 8, 11, and 12, air conditioning condensate, stormwater, roof drainage and yard drainage, bleed off from wells 43, 4, and 5, and hvz idification boiler blowdown,. Stornwater is included in each of the outfalls ' also. The application identifies the drainage areas for each outfall. Biocides and conditioners added to the cooling towers and boilers have been previously approved through review of biocide worksheets. The biocide and conditioner program for the cooling towers is electronically controlled using sensors and timers to avoid b?owdown during periods of chemical application. A product is then introduced to remove the oxidizer prior to discharge. A backup Carron filtratLon system Nis in place for removal of oxidizer in the event that the feed system does not operate properly. Band testing is done routinely and the carbon filter system is tested monthly and carbon is replaced as required. The discharged water appears veer Clear and free of solids. The outlet structures oonsist of sediment baeins and weir plates with staff gages for flow measureme*xt . . The facility also holds Stomnwater permit No. NCS000076 and a permit associated with the Coastal. Stormwater program. Some of the permitted outfall.s in the Stormwater NPDES Permit are also associated with the Coastal Stormwater Permit. The company does a good job of meeting the requirements of each permit. Teams of employees have been given responsibility for specific drainage areas within the plant site that are associated with identified stormwater outfalls. A plan has been developed as required by the DEC. 7.2001 1',16PM NCDENR WIRO NO.716 P.5 permit, BMPs are in place, and records are kept of obsex-trations. The writer recommended in the past that the stormwater permit be incozporated into the cooling water permit. Because of the complexity of the stormwater NPDBS permit and the different dates for raissuance, it is now recommended that the permits not be incorporated. The company requests that an additional cooling water outfall, 0019CC, be added to support plans for future expansion.. Plans for expansion are uncertain at the present but may resume if the economy improves. it =s recommended that the additional outfall be added as requested. It is recommended that a permit be drafted containing existing limits and monitoring requirements for outfalls 001 and 002 and the addition of outfall 001SCC.' All discharges associated with the outfalls permitted in this permit consist of non -contact, non -process discharges which do not require treatment. All process wastewaters are discharged from the facility via a treatment system to the City of Wilmington POTW. Appendix B Potential Facility Changes Corning Incorporated anticipates continuing business growth over the next five (5) years whi& could require modifications at the Wilmington facility. Currently underway are modifications of various process sources at the facility which impact the NPDES Permit NC0003794.
