On September 30, 1993 the Division of Environmental Management issued Certificate of Coverages
under General Permits issued by the Division. These General Permits were developed to address similar
discharge activities, such as non -contact cooling waters, under which the subject facility was issued permit
coverage. The Corning Glass facility was erroneously issued coverage under the general permit for the
discharge from the wastewater treatment system, because the waste stream included, in addition to
cooling tower blowdown, fire tower and well bleedoff, condensate and stormwater. Accordingly, the
Division is reinstating the individual permit NCO003794 for the discharge of treated wastewaters. By
reinstatement of the individual permit, Certificate of Coverage NCG500164 is hereby rescinded effective
immediately. Please note that the individual permit has an expiration date of June 30, 1996, and a request
for renewal must be submitted 180 days in advance of the expiration date.
Please find enclosed the individual permit. The Certificate of Coverage and General Permit should be
discarded. The reinstated permit is issued pursuant to the requirements of North Carolina General
Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S.
Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150E of the North Carolina General Statutes,.and filed with the Office of Administrative Hearings,
Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this
decision shall be final and binding,
