copy of the MTBE Reduction Plan developed and implemented at Williams' Greensboro II Terminal.

MTBE Reduction Plan
Addendum to NPDES Permit # NCO003671
This MTBE Reduction Plan is prepared in accordance to Special Condition A.(2.), #3 ofNPDES Permit #
NC0003671, effective date January 1, 2002. The Plan consists of two parts, being 1) a statement as to the
terminal's handling of bulk MTBE and MTBE-blended gasoline, and 2) best management practice (BMW)
inspections conducted at the facility.
Since Williams' purchase of the Greensboro II Terminal in January t999, no bulk MTBE has been stored
on the Terminal property. in addition, Williams has not stored any reformulated gasoline, MTBE-blended
or otherwise, at the Terminal. Furthermore, to the best of Williams' knowledge, no bulk MTBE or MTBE-
blended gasoline was ever stored on Terminal property prior to Williams' ownership. As a result, there is
no likelihood for MTBE releases from the Greensboro 11 Terminal. Going forward, Williams has no plans
to bring either bulk MTBE or MTBE-blended gasoline into the Terminal, and would do so only under
regulatory direction.
At regular intervals, inspections are conducted at the Terminal. These inspections are conducted for the
purpose of maintaining the integrity of Terminal assets, both from an operational standpoint and also
relative to releases to the environment.
When inspections yield evidence of release either to the surface or subsurface, terminal management is
instructed to implement the Williams release notification procedure so that appropriate action can be taken
in a timely manner.
