I've taken a look at the PCN for the Alvarez project, and I have a few questions: 1. It looks like Holley Branch has been straightened over time, and that in combination with a lack of riparian buffer and its setting in the larger floodplain of the North Toe poses challenges for stability. Your design appears to keep the stream within the straightened channel. Is there a reason that your design doesn't involve additional sinuosity? I agree it was probably straightened previously. The town of Spruce Pine ( drinking water Intake on the North Toe) and the landowner have water lines that are adjacent to the stream and limit the lateral movement we can have. Additionally there is just not the budget to move the infrastructure or do the additional grading that the sinuosity would require. Probably most importantly the channel profile is steep (3-4%) and stability, from a design standpoint, would be compromised in an overly sinuous channel. We also have an existing pipe crossing that needs to remain in it is location. this crossing is terribly perched and we are fixing that issue with this project. 2. Can you provide a dimensional drawing? You note creating a floodplain bench. How wide will that be, and what will your slopes be? We have a typical riffle profile on sheet C100. The bench will be 5' 1. 2. Planted riparian vegetation width is stated as 10-25 ft wide. How much of the channel will be on the low end of that? Can you ask the landowner to open it up to 30 ft? We always ask the landowner for 30' of buffer, but he agreed to 10'-25'. Our preference is to be on the upper end of the 25' 1. 2. The design involves very dense and regular structures. Is there any way to lighten this up a bit? Provide more diversity of structure type, spacing? What proportion of your j-hooks and cross vanes involve wood? The design Engineer believes the structures are necessary for the success of the project. Generally speaking our construction end up having a very low impact look in the field. I would estimate that approximately 30% of our structures will be wood. 1. 2. There is virtually no woody vegetation on the North Toe River. Could the project involve planting on the river? And is there animal access to the North Toe? We do not have budget for river plantings at this time.
