On February 15, 2020, staff of the NC Division of Water Resources (DWR), Water Quality
Regional Operations Section (WQROS), were notified by Mr. Shaw of a broken lift station pump
at your facility.
On February 16, 2020, staff of the DWR, WQROS inspected the Sandpit Pork waste disposal
system. We wish to think Mr. Shaw, who was present and assisted during the inspection.
As a result of this incident, you are hereby notified that, having been permitted to have a non -
discharge permit for the subject animal waste disposal system pursuant to 15A NCAC 2T
Section .1300, you have been found to have been found to be in violation of your permit as
follows:
Deficiency 1:
Failure to maintain the collection, treatment, and storage facilities, and the land application
equipment and fields shall be properly operated and maintained at all times, [I 5A NCAC 02T.
1304(b)] in accordance with Condition II 1. of Swine Waste System General Permit No.
AWG100000.
On February 16, 2020 it was documented by DWR staff that your lift station pump was broken
and waste did back up in the hog house pull pit. Waste flowed from the hog house and lift station
to the edge of the woods to an area a dirt pit had been dug. The depressed area contained the
waste and provided an area to recover the waste. During the inspection waste had been recovered
and was still being recovered.

Required Corrective Action for Deficiency 1:
Repair or replace the lift station pump. Remove the dirt that is coated with waste and apply to the
spray field. Instruct your employees to monitor this lift station often. Take all necessary
additional steps to ensure the waste system remains in compliance with Section II 1 of the
permit. The DWR would like to thank you for your quick mitigation of this incident.
You are required to take any necessary action to address the above violation:
The Division of Water Quality requests that, in addition to the specified corrective action above, please
submit the following items on or before April 30, 2020
1. An explanation from the OX for this farm regarding how this violation occurred.
2. A list from the 01C concerning the steps that will be taken to prevent these violations from
occurring in the future.
3. Documentation that the lift station pump has been repaired.
4. An estimated volume of waste/water returned to the lagoon.
Failure to comply with conditions in the permit may result in a recommendation of enforcement
action, to the Director of the Division of Water Resources who may issue a civil penalty
assessment of not more than twenty-five thousand ($25,000) dollars against any "person" who
violates or fails to act in accordance with terms, conditions, or requirements of a permit under
authority of G.S. 143-215.6A
