Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly,
we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). This permit includes no major
changes from the draft permit sent to you on July 6, 2005.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General
Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other
permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be required. If you have any

set forth in Parts I, II, and III and IV hereof.
The permit shall become effective. October 1, 2005.
This permit and the authorization to discharge shall expire at midnight on
November 30, 2009.

All previous NPDES Permits issued to this facility, whether for operation or discharge
are hereby revoked. As of this permit issuance, any previously issued permit bearing
this number is no -longer effective. Therefore, the exclusive authority to operate and
discharge from this facility arises under the permit conditions, requirements, terms,
and provisions included herein.

A. (3.) Total Suspended Solids and Oil & Grease Reporting Requirement
Outfalls 001 and 002 shall both be independently sampled and monitored annually for oil &
grease and Total Suspended Solids (TSS).
The value reported on the discharge monitoring report for Outfall 001 shall be the sum of mass
loading from both Outfalls 001 and 002.

A. (4.) Best Management Practices (BMPs)
BMPs must be employed to ensure that excessive pollutants are not discharged to the surface
water of the state. These practices should include as a minimum the following:
1. No discharge of fish or crab parts, floating solids, foam visible in other than trace
amount.
2. The permittee shall direct employees and provide resources to follow, at a minimum, the
following practices such that wastewater volume and wastewater constituents are
reduced:
a. All hoses used to provide on demand water delivery shall be equipped with automatic
shut-off nozzles.
b. Personnel shall be instructed to eliminate flows through idle equipment.
c. All process and washdown equipment shall be fitted with high pressure/low volume
nozzles.
d. Dry cleanup shall be preformed prior to washdown of the facility
A. (5.) Dry Cleanup Requirements
Dry Cleanup shall emphasize the following techniques where practical:
Batter drippings shall be collected in pans under the breading tables.
a. Spilled batters shall be squeegeed off the floor prior to wet cleanup.
b. Leftover batter shall be collected in a container and disposed of properly. Discharge
to surface waters of batter residuals shall not be allowed.
c. Trays shall be placed under machines and conveyor belts to catch particles of
breading or other food products.
A. (6.) Temperature Condition
The temperature of the effluent shall not cause the temperature of the receiving stream to
increase by more than 0.8 °C above the natural water temperature during the months of June,
July, and August nor more than 2.2°C during any other month and in no case to exceed a
maximum of 32°C.
A (7.) Biocide Condition
There shall be no chromium, zinc or copper added to the treatment system except as pre -
approved additives to biocidal compounds.
The Permittee shall obtain approval from the Division of Water Quality's Aquatic Toxicology Unit
(ATU) prior to the addition of any biocidal compound to the water discharged from outfall(s) 001.
Approval for use of new compounds (not previously approved) must be submitted to the ATU at
least 90 days in advance of any planned use of those compounds.

SUMMARY
Aurora Packing Company Inc. operates a seafood (crab) packing and processing facility in
Beaufort County that employs 10 to 30 people. On April 16, 2004, Aurora Packing Company submitted
an application to renew the existing NPDES Permit NC0004081which expired on November 31, 2004.
The facility operates on a schedule determined by the availability of raw product (crabs) that utilizes both
year-round and seasonal processes. The Permittec removes solids by physical screening with disposal to a
dehydrator in Bayboro.
Process and cooking wastewater is discharged subject per 40CFR 408.22(b), Subpart B Crab
processing through outfalls 001 and 002, at a rate not exceeding 0.0007 MGD and 0.0005 MGD,
respectively. Wastewater is discharged to an Unnamed Tributary to South Creek, a stream classified SC -
NSW water in the Tar -Pamlico River Basin.
INSTREAM MONITORING:
The unnamed tributary to South Creek is a narrow inlet. South Creek is wind -tidally influenced
brackish water; uses include secondary recreation, fishing and fish propagation. SA -NSW begins 0.8
miles downstream; there is a Rangier clam resource in the creek and historical reports of an oyster
resource. No Instream monitoring is currently required and no Instream monitoring is recommended
during this permit cycle.

COMPLIANCE SUMMARY: BASED ON THE PREVIOUS 5 YEARS
On May 5, 2005. Ms. Kristin Jarman of the Washington Regional Office (WaRO), conducted a
Compliance Evaluation Inspection of the facility and prepared a NPDES Compliance Inspection Report.
The report noted that:
1. A permit renewal package was sent to renew the existing NPDES permit, which expired on
January 1, 2005.
2. A review of the annual DMRs revealed that the facility met all of its NPDES permit limits.
3. There were two (2) discharge points from the facility
a. Outfall # 1 is from the crab processing room and
b. Outfall #2 is from the crab cooker.
4. The facility appeared to be well maintained and operated.
On May 19, 2005. I visited the facility to confirm information submitted on the permit renewal
application and to familiarize myself with these types of discharge facilities. I met Mr. Williamson at the
site but unfortunately there was no processing of crabs at the time of my site visit. Mr. Williamson took
me to the two discharge points and we spoke of the outlook for his business to acquire Crabs and begin
processing. He will contact me when processing begins and I will attempt to revisit the site at that time if
time allows.
PERMIT LIMM DEVELOPMENT
This draft permit was prepared using Technology based effluent limits (Table 2) established
according to 40 CFR Part 408 Subpart B. and the production figures supplied by the pennittee (Table 3)
in the April 10, 2004 permit renewal application. The facility reported production figures of 15,000 avg.
lbs/day and 180,000 avg. lbs/month of crabs in its permit renewal application.

This letter is a request for the renewal of the permit for Aurora Packing Company
Incorporated located at 655 Second Street in Aurora in Beaufort County to discharge
wastewater into an unnamed tributary of South Creek in the Tar -Pamlico River Basin.
The current permit is set to expire November 30, 2004.
The following items are enclosed. One signed original and two copies of the cover letter
requesting renewal, one signed original and two copies of the application with schematics
of the location of the outfalls, and one signed original and two copies of the description
of how wastewater solids are handled and disposed.

In regard to how solids are handled in our operation:
1) We continue to use Best Management Practices of dry cleanup prior to
washdown.
2) At our two discharge points we continue to incorporate the use of filtering
screens.
