5. Directions to Site: From NC Highway 87 between Acme and Riegelwood, turn east onto
NCSR 1878 and travel 1.1 miles to the junction with NCSR 1818. Turn northeast onto
NCSR 1818 and travel 0.2 miles to the entrance to Wright Corporation.
6. Discharge Point: One discharge point: 34019'45N 78012' 16"W
9. Receiving stream or affected surface waters: The facility discharges to the confluence of
Livingston Creek (Class C-Sw; AU# 18-64) and Mill Creek (Class C-Sw)

C. Describe receiving stream features and pertinent downstream uses: Public uses
include fishing and boating.
d. Aquatic Life Rating: One benthic (BB446) and one ambient monitoring station
(BA584) is located in Livingston Creek. No criteria were exceeded for the
ambient monitoring station, however the receiving stream DO is stressed. The
Benthic station indicates good to fair condition (CFRBWQP Oct. 2005).
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
a. Volume of wastewater to be permitted: 0.0027 MGD from blowdown from 6
cooling towers; 0.002 MGD from RO reject and 0.0003 MGD from firewater tank
blowdown.
b. What is the current permitted flow limit? None
C. Actual treatment capacity of the current facility? Not applicable
d. Date(s) and construction activities allowed by previous Authorizations to Construct
issued in the previous two years: N/A
e. Please provide a description of existing or substantially constructed wastewater
treatment facilities: None
f. Please provide a description of proposed wastewater treatment facilities:
None
g. Possible toxic impacts to surface waters: ammonia, formaldehyde, methanol and
hexamine (hexamine dissociates in low pH environments to form ammonia and
formaldehyde).

4. "Treatment plant classification": There is no treatment system associated with the
wastewater generated at this site. Other facilities with only cooling tower blowdown and
RO reject have not been classified.

PART III - EVALUATION AND RECOMMENDATIONS
The utility wastewater that makes up the discharge for Outfall 002 are the fire tank tower
"blowdown", RO reject and cooling tower blowdown. The fire tank tower source water
is river water from Livingston Creek. The discharge from the fire tank tower should not
be comingled ahead of the sampling oint for the RO reject and cooling tower blowdown
as it serves to elute the two other waste streams. Either the discharge form the fire tower
should be diverted below the sample collection point for the two other wastewater
sources, or monitoring for the RO reject and cooling tower will need to be conducted
upstream of the point where the fire tank tower water is being comingled. For an
understanding of the history of this facility, please refer to the permit renewal staff report
on file, dated October 16, 2006.
The region is in support of renewal provided the permit is issued with consideration
to the concerns provided herein, is issued in accordance with the Cape Fear River
Basinwide Plan, and no adverse public comments are received concerning this
