Inspection Summary:
This site visit was in response to a complaint of excessive noise received by our office on April 20th from a homeowner
living adjacent to the treatment plant.
Even though noise is not something we regulate, we do try to get our treatment facility owners to be good neighbors.
Based on the inspector's experience, the noise level when the blowers were operating was rated moderate to moderately
excessive. Of course, location versus nearby residences and such is a factor to consider in rating blowers as those in
isolated or industrial areas can be louder by default. When this plant was sited back in the late 1990s there was nothing in
the area and thus the type of blowers they had were fine versus today with houses about 300 feet away.
The main issue is the blower location up against the steel plant tankage and in a cubby hole location which reverberates &
projects the sound toward the homes. They should have been placed on the other side of the plant. This inspector actually
mentioned housing them for the noise & protection from the weather in his 2002 report when owned/operated by the
Developers.
Mr. Tilma showed the inspector an option they were considering, they had their engineering consultant looking into the
issue, and other options or combinations of them were discussed including blower replacement of the older unit.
The inspector walked around and on top of the treatment units and noted several things that need to be addressed now or in
the very near future. These include in order of priority:
1) Replace the main power/control panel for the plant within the next 6-12 months if not earlier and recommend relocating
it. The panel is heavily corroded based on its location over top of the flow equalization basin which is the worst location for
it. Ideally, it would be located on the ground or at least not over open tankage. The local building inspector will be
contacted with a request to inspect this panel and outlets on top of the tanks due to saftey concerns.
2) The chlorination and weir area on the back end of the plant is heavily corroded probably in association with the chlorine
use and needs to be replaced in the next year or two. Stainless steel or fiberglass where applicable would be better
material choices.
3) Flow EQ Basin - The side walls inside the tank and supporting members & tensioners are showing signs of corrosion
beyond surface rust. This should be addressed while areas are small to avoid significantly more costs of major or complete
tank rehabilitation, tank replacement, and avoid the worst -case scenario, tank failure. No other areas of significant
corrosion were noted during the limited inspection, thus other tanks and the outside of all tanks should be inspected and
repaired & coated at same time while contractor is mobilized.
4) Inspect all walkway grating & supports; repair and/or replace as needed.
