Reference is made to the site plan received February 24, 2003 by the North Carolina Division of Water Quality
(DWQ) for the Suttonwood Road Tract in Guilford County. The site was visited by Ms. Cyndi Karoly of the DWQ Central
Office in Raleigh on March 3, 2003. Based upon the property boundaries illustrated on the site plan you provided, we
concur that the plat accurately depicts surface waters and associated Randleman Buffers subject to 15A NCAC 02B .0250 -
.0251. We are enclosing a signed copy of the plat for your records.
Please note that any proposed impacts to the streams depicted on your plat will require a 401 Certification and
approval under the Randleman Buffer Rules from DWQ.

On behalf of AROSA Management, S&ME, Inc. received front the United States Army
Corps of Engineers (l)SACE) Raleigh District a verificatio,j of the wetland areas at the
site (Action ID: 2002220606). As instructed, we have prepared four copies of all plats
noting the 50 foot buffers on the identified intermittent streams and hereby submit them
to the North Carolina Division of Water Quality (NCDWQ). Ms. Jennifer Frye was
present on site and unfortunately only now are we able to submit the attached plats for
buffer confirmation. We have e-mailed her as well as Mr. Todd Tugwell (USACE) to
assist in the confirmation, and hope that this process can be expedited,
Additionally, we have coordinated with the Guilford County Planning Department (Mr.
Shea Bollick) who recommended these buffer distances show the 30 and 20 foot zones.
He would like a copy of the signed plat as well,

Size and Location of Property (waterbody, Highway name/number, town, etc.): The project is
approximately 28 acres in size and is located on the north side of Scotland Road, approximately 0.5 mile
east of High Point Road, in Guilford County, North Carolina.
Basis for Determination: The site contains wetlands and stream channels with indicators of ordinary
high water marks, located adjacent to an unnamed tributary of Reddicks Creek, above headwaters, in the
Cape Fear River Basin.
Indicate Which of the Following Apply:
X There are waters of the U.S., to include wetlands, on the above described property which we strongly suggest
should be surveyed. The surveyed wetland lines must be verified by our staff before the Corps will make a final
jurisdictional determination on your property.
Because of the size of your property and our present workload, our identification and delineation of your wetlands
cannot be accomplished in a timely manner. You may wish to obtain a consultant to obtain a more timely
delineation of the wetlands. Once the consultant has flagged a wetland line on the property, Corps staff will
review it, and, if it is accurate, we strongly recommend that you have the line surveyed for final approval by the
Corps. The Corps will not make a final jurisdictional determination on your property without an approved survey.
X The waters of the U.S., to include wetlands, on your lot have been delineated, and the limits of the Corps
jurisdiction have been explained to you. Unless there is a change in the law or our published regulations, this
determination may be relied upon for a period not to exceed five years from the date of this notification.
There are no waters of the U.S., to include wetlands, present on the above described property which are subject to
the permit requirements of Section 404 of the Clean Water Act (33 USC 1344). Unless there is a change in the law
or our published regulations, this determination may be relied upon for a period not to exceed five years from the
date of this notification.
Placement of dredged or fill material in wetlands on this property without a Department of the
Army Permit is in most cases a violation of Section 301 of the Clean Water Act (33 USC 1311). A
permit is not required for work on the property restricted entirely to existing high ground. If you
