The site was visited by Ms. Cyndi Karoly of the DWQ Central Office in Raleigh on March 3, 2003. Based upon the property boundaries illustrated on the site plan you provided, we concur that the plat accurately depicts surface waters and associated Randleman Buffers subject to 15A NCAC 02B .0250 - .0251. We are enclosing a signed copy of the plat for your records. As instructed, we have prepared four copies of all plats noting the 50 foot buffers on the identified intermittent streams and hereby submit them to the North Carolina Division of Water Quality (NCDWQ). Ms. Jennifer Frye was present on site and unfortunately only now are we able to submit the attached plats for buffer confirmation. We have e-mailed her as well as Mr. Todd Tugwell (USACE) to assist in the confirmation, and hope that this process can be expedited, Additionally, we have coordinated with the Guilford County Planning Department (Mr. Shea Bollick) who recommended these buffer distances show the 30 and 20 foot zones. The surveyed wetland lines must be verified by our staff before the Corps will make a final jurisdictional determination on your property. Because of the size of your property and our present workload, our identification and delineation of your wetlands cannot be accomplished in a timely manner. You may wish to obtain a consultant to obtain a more timely delineation of the wetlands. Once the consultant has flagged a wetland line on the property, Corps staff will review it, and, if it is accurate, we strongly recommend that you have the line surveyed for final approval by the Corps. The Corps will not make a final jurisdictional determination on your property without an approved survey.
