The North Carolina Division of Water Resources conducted an inspection of the Town of Old Fort DCAR
on 4/20/2020. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non-discharge Permit No. WQ0011260. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the Town of Old Fort's 2019 Annual Residuals Report
for Permit No. WQ0011260.
The report appeared to be in compliance with all permit requirements.
Facility meets Pathogen reduction through PFRP Pasteurization and vector attraction reduction through alkaline
stabilization.
Phosphorus was reanalyzed in January 2019 due to an abnormally high result in December of 2018. This parameter is
monitor only.
The Town of Old Fort distributed 9.41 dry tons of residuals in 2019 from the pile produced in 2018. Facility collects fecal
coliform samples before distribution for the year. Field inspections, user agreements and informational sheet were included.
Non-hazardous waste characterization: Analysis is required once per permit cycle and will be due before permit expiration in
2025.
The Town of Old Fort's new DCAR permit became effective February 1, 2020. Please carefully review the new permit as
some requirements have changed.
