As of April 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent form requesting a Certificate of Coverage under the NCG010000 Construction Stormwater General Permit.This form must be submitted and a COC issued prior to the commencement of any land disturbing activity onsite.This notice was provided to the attention of Harold J. Kidd, Managing Member in the E&SC Approval Letter, dated November 15, 2019. In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards and regulations promogulated and adopted by the NC Environmental Management Commission and the Federal Water Pollution Control Act, and the North Carolina Sedimentation Pollution Control Act(SPCA) of 1973, all owners or operators of stormwater point source discharges associated with construction activities including, clearing,grading, or excavation activities resulting in the disturbance of land greater than or equal to one acre, or that are part of a common plan of development of that size that are also subject to the NC SPCA, are required to obtain a Certificate of Coverage under the NCG01 to discharge stormwater to surface waters. Failure to receive coverage under this permit may result in assessment of state or federal civil or criminal penalties for each day of each violation. For future projects, please be sure to obtain coverage under the NCG01 permit BEFORE any land disturbing activity occurs onsite. The other lots are 100% complete but have not closet yet. When Melissa went out to do an inspection, she knew that the lots were complete but said we were required to get coverage due to when the original properties were disturbed. Is the land disturbing activity for lots 24, 29, 48, 49, 50, 51, 52, and 122 complete? I saw the note that home construction has been completed and some sold. If this is the case, it is possible you are not required to obtain coverage a this time. Can you please elaborate on the status of this project? 2 Thanks, Lauren 3
