Brian,
Hi. One more thing that I learned is that granting representative outfall status is generally done separately from issuing
the COC. I was thinking that maybe that these two things could be combined. I'll go ahead and finish processing NOI,
issue COC and then you can handle the representative outfall request. Thx for you patience as I'm learning.

Brian,
Sorry if I was not clear. The applicant requested that outfall 002 represent 001 as part of their NOI permit
application. Request begins p. 6 of the application
(https://edocs.deg.nc.gov/WaterResources/Browse.aspx?id=1075702&dbid=0&repo=WaterResources).
I believe there will be two training manuals provided to each RO (information also available online).
I'm copying Alaina because she is familiar with representative outfall requests and is also coordinating the distribution of
training manuals to ROs.
We can talk on the phone too, if that is easier. Thx.

When I said verbally agreed, I meant that the discussion in the field was that the permit holder can apply for RO status
and is a reasonable request. I would love to have a training manual. Online would be good enough.

Brian,
Hi. I'm learning more about the representative outfall request. The attached guidance (that will be included in the
training manual) specifies that the RO issues a letter approving or denying the representative outfall. Please contact me
with any questions. Thx.

If 001 is the front, it is contaminated with street runoff and not a lot of industrial activity occurs in the front of the
facility. I have verbally agreed to this.

Brian,
Hi. I forgot to ask in last email message ... Are you okay with facility's Representative Outfall Status request? The data
they shared indicates that 002 generally (but not always) has higher values than 001. Please see documentation in Laser
Fiche (https://edocs.deg.nc.gov/WaterResources/Browse.aspx?id=1075702&dbid=0&repo=WaterResources)

NCG190109 Smith Creek Boatyard, replied to initial email. Keep in mind this is a boat junkyard and needs a lot of work.
NCG190110 Atlantic Marine Services Center. This is a new addition to the Atlantic Marine Company. They have another
permit on Wrightsville Beach. They have moved all boat work onto the mainland, which is great. They do need to
develop a CLRS for their boat washing area following the deemed permitted requirements. They may have the
beginnings of a SPPP from the other facility. The question is if they have made it site specific. I have spoken to the owner
and manager multiple times. The owner does not spare expenses in getting it right and this will be a top facility in the
area.

Brian,
Hi. I could have combined this NOI with last message, but anyway, I have only one question on this one ... the
application indicated that the facility has a Stormwater Pollution Prevention Plan, but an implementation date was not
indicated. Do you happen to know this, if not, no worries, I can contact the applicant. I figured, I'd check with you first,
just in case. Thx.

Brian,
Hi. I'm processing another one and have a couple of questions
1. A facility lat/long is provided in the NOI
Lat: 34.259010, Long:-77.941420 (appears accurate when comparing with map). Based on the aerial photo
provided with the application, it appears that the discharge for this facility is a little west of this location
(—Lat: 34.259, Long:-77.943). this approximate location is at Smith Creek bank. Would you rather I use the
facility location or the approximate one provided in this message?
2. Question 9b of the application is not answered ... Does the facility have a wastewater discharge? Are you able
to answer that?
Thanks for any assistance that you are able to offer.
