Can you please process this application? This facility already applied for an NCG13 but it was decided to cover
it under an NCG20 instead to include the needed monitoring parameters. I told them an eSignature would
work for now (I can obtain a wet signature later Bg if you think we need one) and I also told them that we
would apply the application fee that they provided with the NCG13 application to this one. Also, we need to
withdraw the NCG13 app.
Paul -
Can you please process this one and draft a COC for this facility by the end of May? There are only the two of
these, HF Lee and this one, Cape Fear. Let me know if you have questions.

I have attached a copy of the General Stormwater Permit (NCG20) application for the
beneficiation project at Duke Energy’s Cape Fear Facility for your review. The application fee
will be mailed to your attention.

I want to be respectful of you time. I am sending my questions in lieu of a conference
call. The reason for the call was to discuss logistics and the COVID-19 quarantine. All non-
essential Duke personnel are working remotely. I am pulling together the permit applications
and fees from different sources to submit the NCG20 for Cape Fear and HF Lee facilities. The
following are questions concerning the submittals during the quarantine.
1. The application fees have to be mailed from the supplier directly to the payee. I have
asked that the checks be mailed to your attention at 512 N. Salisbury Street office. I
wanted to make you aware that they will arrive separately from the applications.
2. I have the applications with electronic signatures. The signatory official has advised that
he will not have access to a printer until end of quarantine and return to the office. Due

to the time constraints for the issuance of permits for Beneficiation I will be submitting
the application electronically and submitting original signatures once Duke is allowing
employees to return to work. Will this process be acceptable to DEQ to begin the
review process?
