On February 23, 2007, the Division of Water Quality (DWQ) received your application dated January 10,
2007 for the above referenced project. In correspondence issued by DWQ dated February 1, 2007 it was
brought to your attention that DWQ cannot process the application and you would have to reapply with a
complete application (five sets and appropriate fee) that fully addresses the questions listed in the
December 27, 2006 letter, as well as the additional issues noted in the February 1, 2007 correspondence.
Please be aware that you have no authorization under Section 401 of the Clear Water Act for this
activity and any work done within waters of the state would be a violation of North Carolina General
