4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Project area is located within a residential area near downtown Hillsborough. The town maintains a sanitary sewer easement through the parcel. A 10-foot corridor along the easement
is mowed regularly. There is an unnamed tributary of the Eno River flowing north to south parallel to a the sanitary sewer easement. The sewer line was originally installed approximately
15 to 20 feet east of the stream. It was installed prior to riparian buffer rules and since installation did not directly impact the stream, no Section 404 permitting was required. Recently, it
was discovered that a portion of the pipe is now exposed. Extreme rainfall events the last few years has caused the stream to migrate towards the existing sewer line, exposing
approximately 15 feet of the pipe.

4h. Explain the purpose of the proposed project:*
The Town of Hillsborough needs to immediately stabilize the area along the exposed pipe to prevent pipe failure. Without stabilization, the pipe will fail causing raw sewage to be
discharged to the stream.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The Town of Hillsborough is proposing to install bank stabilization from the toe of slope to top of bank to prevent further erosion and undermining of the existing sewer line. The work will
include placing soil fill material below the pipe and sloping it to cover the exposed pipe. Filter fabric will be installed over the fill area. Riprap will be installed over the fill and filter fabric
and is expected to extend from the top of bank to the normal water elevation. All materials will be stockpiled on the town's existing sewer easement; the easement will be accessed from
Margaret Lane. Work will be conducted when precipitation is not in the forecast; as necessary, the town may use sandbags to temporarily divert flow from the eroded bank to reduce
sedimentation while working, but Will be removed once the stabilization work is completed. All areas temporarily disturbed during the project will be stabilized appropriately.
Since this is an emergency repair and is expected to be completed in a day once mobilized, no indirect impacts are expected. Likewise, because of the urgency of the repair, no project
specific drawings have been developed. Photos and a project map are attached below.

Impacts are for an existing sewer line. The line was installed prior to buffer requirements. An approximately 10-foot easement has been maintained.
Impacts to Zone 2 are simply to access the exposed pipe and will be within the maintained easement. Permanent Impacts to Zone 1 will only be the
bank stabilization; At this time, it is anticipated that no woody vegetation will be removed to access the exposed pipe and complete the work.

The Town of Hillsborough previously surveyed the area to the south along the Eno River for a greenway project completed in 2012. The only known
endangered species is the area is the dwarf wedge mussel. There is suitable habitat for the mussel downstream of this project but no critical habitat
designated. The survey by the town's consultant did not find any dwarf wedge mussels.
