PROJECT SUMMARY: The applicant proposes to dredge a man-made canal, construct a new bulkhead, and install a new platform with a designated wet slip area attached. Mike Aslaksen Field Investigative Report Page 2 Project Setting The site of the proposed development is located at 2155 Bass Court, Corolla, N.C. 27927. Adjacent to a man-made canal & basin leading to Knotts Island Bay which connects to the Currituck Sound. The project location is a vacant lot, 16,988 sf in size, and has approximately 190' of unhardened shoreline. The elevation of the property is approximately +3 feet above NWL. According to the USDA's Natural Resources Conservation Services' Web Soil Survey, the soil on the property is made up of Corolla-Duckston complex and vegetated with trees and grasses that are mowed periodically. The adjacent riparian property to the northwest is a similarly vegetated vacant lot with a bulkheaded shoreline. This bulkheads return wall along the common property line has severely eroded the applicants shoreline adjacent to it. The adjacent riparian property to the south is owned by the applicant and contains a single family dwelling with a bulkheaded boat basin. The following riparian property contains a single family dwelling, a bulkheaded shoreline, a boat ramp, 2 piers and a boatlift. Based or available information there appears to be no archaeological sites on this property or nearby. The man-made canal, which connects to Knotts Island Bay, is classified as Joint waters by the agreement with the Marine Fisheries Commission and Wildlife Resources Commission. The Division of Environmental Management's water quality classification for this waterbody is SC and it is closed to shellfish taking. Water depths within the project site range from 0.8' to 4.5' below normal water level (NWL) and average -2.9'. The bottom substrate within the project area is made up of muddy sand. Submerged aquatic vegetation was not observed growing within the project area. The project site does not contain any wetlands. Development Proposal The applicant proposes to mechanically dredge a 170' x 30' section of a man-made canal to a connecting depth of -4.5'. All of the spoils will be kept on the project site and will be located 30' from NWL. Once the dredging is complete the applicant proposes to construct a 170' wooden bulkhead. In order to connect to the bulkhead located on the adjacent property to the north, the proposed bulkhead must extend a maximum distance of 17.5' waterward of NWL. The proposed bulkhead alignment will then taper back to NWL over a distance of 40' where it will continue to follow the same alignment landward of NWL for an additional 130'. At this point the bulkhead returns 900 west for 15'. The remaining 18' of shoreline will remain unhardened to allow for the wild horses to travel to and from the canal. Excavation of trees and rootballs may be required along the shoreline. The bulkhead will be backfilled using the spoils from the dredging once it has dried. Lastly the applicant proposes to construct a 10' x 25' platform centered on the lot with a designated wet slip on the east side. The platform location will not encroach within the 15' setback area and will not violate the'/< waterbody width requirement. Mike Aslaksen Field Investigation Report Page 3 Anticipated Impacts • The dredging of the canal will result in the removal of 302 yd' of material within the PTA and EW AEC as well as 21 yd3 of high ground within the ES AEC. • The dredging of the canal will result in 5,100 ft2 of shallow water bottom disturbance within the PTA and EW AEC. • The spoil disposal area will disturb 1,600 ft2 of highground within the ES AEC. • The construction of the bulkhead along the proposed alignment will result in the filling of ±276 ft2 of the PTA and EW AEC along 170' of the ES AEC. • The construction of the bulkhead will disturb ±3,400 ft2 of high ground within the ES AEC. • The construction of the docking facility will shade 250 ft2 of open water of the PTA and EW AEC. Submitted by: Robert Corbett Date: 04/17/2020 r� Project Narrative: Title: New bulkhead construction, new pier construction, and dredging to support navigation of 2155 Bass Ct, Carova Beach, Corolla, Currituck County, North Carolina. Purpose: The purpose of the project is to stabilize the shoreline that has eroded due to the high speed boat traffic in the Carova canals with a new bulkhead. In addition to constructing the bulkhead, that is estimated to be 170 feet in length, proposed improvements include a new 10' wide x 25' long pier located at the center and parallel to the proposed bulkhead. To stabilize the property it is proposed that the new bulkhead tie into the existing bulkhead of 2157 Bass Ct to the North and from, that point South to the property pin separating 2155 Bass Ct and 803 Mullet Rd. It is proposed that approximately 18 feet from the Southern point the bulkhead turn West into the property and end to leave a section of natural shoreline to allow access for the horses and other wildlife. The canal also will be dredged to the depth at the entrance of the canal, approximately 4.5 feet at NWL, as it has become filled and no longer supports vessel passage. Construction methods: The owner have secured a North Carolina licensed contractor to perform the installation services. It is proposed that the contractor use standards bulk heading methods as follows: Installation of a new 5ft tall x 170 ft long wooden bulkhead to include: 6x6xl2ft - Piles (5114 inch on center 2.5 marine grade- 5ft wall) 4x6x16ft - Wailers (Doubled 2.5 marine grade) lx8x10ft - Sheathing (Double layered staggered joints 2.5 marine grade - 5ft wall) 5/8's x 2011 - Galvanized tieback rods (one at every post for deadmen 5ft wall) 5/8 - galvanized bolts (to bolt top wailer to pile) 5/8's Galvanized Ogee washers for deadmen - counter sunk 8x8x4ft deadmen (Ground contact) 6- 8 ft wide nylon mesh filter cloth 3 'A inch twist shank nails for bulkhead 2x8's - Top cap screwed down (Ground contact) pier construction will consist of 6"x6"xl2' pilings installed 8' on center with a 2"x8" headers with 2"x6" decking. The purposed material is marine treated construction timber approved by the Division of Coastal Management. Dredging of the boat basin will be completed using an excavator and the material stored on the property and used to stabilize the eroded areas.
