Describe the attachments: Attached you will find the additional information that was requested by the USACE and NCDWR for project C- 5621. On March 12th, 2020 during a field review Ms. Nicholle Braspennickx (USACE) requested that NCDOT provide additional avoidance and minimization for the southern round -a -bout on C-5621. Ms. Braspennickx also requested that we delineate an additional wetland that had the potential of being within our projects limits. In addition to these requests Ms. Braspennickx suggested that we distinguish our permanent and temporary impacts with different colors on our plan sheets and that we change our impact summary sheet to denote a permanent impact vs channel relocation for our surface water impacts. You will find that all of Ms Brasspennickx's requests have been meet with the provided documentation. The avoidance and minimization has been explained in the response to DWR's On Hold Letter dated 3/31/2020. The Wetland has been delineated and mapped to showthat we will be filling .01 acres of wetland and mechanized clearing .01 acres of wetland. This wetland is shown as permit site 4 and is included on the impact summary sheet. (Please see Permit Site 4 Wetland.pdf). The last two of Ms. Brasspennickxs requests can also be seen on the Permit Site 4 plan sheet and the impact summary sheet shown. On March 31, 2020 NCDOT Division 10 received an On Hold Letter from Ms. Donna Hood (NCDWR) requesting more information for project C-5621. Ms. Hood asked that we provide additional information on avoidance and minimization for the projects southern round -a -bout, research the need for Hazardous Spill Basins (HSB) on the northern round -a -bout and account for an additional jurisdictional impact (a linear wetland). You will find in our attached response to NCDWR the justification as to why the southern rournd-a-bout site was chosen and the reasoning for impacting the two jurisdictional streams, (Site 2a and Site 3). We have provided a response to the HSB requirements specifically with reqard to requirements based on project scope and functional classification. We have further evaluated feasibility of a basin at the site by investigating highway volume, traffic type, accident potential, receiving water quality and feasibility of construction and have determined a HSB is not required as outlined in Appendix O of the Hydraulic Guidelines. You will also find attached the plan sheet showing the additional impacted linear wetland and impact summary sheet for the newly added Permit Site 4.
