OQ Y O N Recommendation: O Issue 0 Issue/fond O Deny Provided by Region: Latitude (ddmmss) Longitude (ddmmss) Comments: Based on existing site conditions, and the proposed configuration of the runway extension, there does not a.. to be any other alternative that would allow the Airport to avoid or minimize the proposed impact. The airport is bounded by 1-85 on the east and the Rocky River to the south, therefore, the proposed expansion area is the only reasonable solution. Total impervious surface area will be below the 30% threshold that would mandate the use of SW controls, cc: Regional Office Central Office Page Number 1 Facility Name Concord Regional Airport County Cabarrus Project Number 03 0010 Regional Contact: Michael L Parker Date: 4/11/2003 Comments (continued from page 1): The channel to be impacted appears to have been impacted to some degree during the original construction of the runway based on field observations. The channel was also observed to be heavily inundated with iron reducing bacteria (commonly referred to as bog iron). The applicant has imposed mitigation for the perennial channel impacts in the form of stream restoration on a 1,200-foot section of channel located at Dorton Park in Cabarrus Co. The channel to be restored is severely degraded, deeply incised, and has very little aquatic habitat value in its current condition. Rosaen natural channel restoration techniques are to be utilized in the design of the channel's restoration plan. The Dorton Park channel would appear to be a viable channel to use for mitigation for the subject eject. Pending a technical review and approval of the restoration plan to be submitted for this project, recommended that a 401 Certification be issued. cc: Regional Office Central Office Page Number 2 Individual Permit QA/QC data collection sheet Project Name Project # 0? _ County C 1.
