PROJECT SUMMARY: The applicant proposes to construct a new bulkhead waterward of an existing, deteriorating bulkhead and the construction of a finger pier to an existing private docking facility. Harry Shaw Page 2 9. PROJECT DESCRIPTION: The project site is located at 4 Backfin Point on Figure Eight Island, adjacent to Mason's Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right onto Beach Road South until you reach Sandy Point. Turn right onto Backfin Pt. and the property of interest would be located on the right. The applicant's highground development includes a two story single- family residence, which borders Mason's Channel. Upland vegetation consists of ornamental shrubbery and lawn grass. The lot is approximately 1/3 acre in size and averages 5 to 7 feet above mean sea level. The 85 feet of shoreline frontage is stabilized by an existing, deteriorating asbestos bulkhead. Waterward of the bulkhead is a private pier, which extends into Mason's Channel a distance of 42' in length. The pier terminates onto an existing floating dock, which measures 20' in length by 8' in width, which runs perpendicular to the shoreline. There is an existing boatlift, measuring l2' in length by 12' in width located on the eastern side of the floating dock. The existing docking facility currently accommodates two vessels. Just waterward of the existing bulkhead is an area of coastal wetlands averaging approximately 20 feet in width, consisting primarily of Smooth Cordgrass (Spartina alterniflora). The New Hanover County Land Use Plan classifies adjacent waters and high ground area of project site as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a new wooden bulkhead, two (2) feet waterward of the existing, deteriorating asbestos bulkhead and the construction of a floating finger pier to an existing private docking facility. The application states that the 15' return on the eastern end of the property and the 10' return on the western end of the property would be replaced in the same alignment to maintain the applicant's lateral boundaries. The main 75 linear feet section of the shoreline would incorporate coastal wetlands in order to incorporate the existing asbestos bulkhead with associated tie back anchor sti~stem and backfill. The applicant also proposes to construct a new floating finger pier, 1(~' in Irn~~~h h~ -l ~n width, to the existing private docking facility. ANTICIPATED IMPACTS: The proposed new bulkhead would incorporate approximately 150 sq. ft. of Estuarine Waters and Public Trust Area and would result in the filling of approximately 150 sq. ft. of Coastal Wetlands, vegetated primarily with Smooth Cordgrass (Spartina alterniflora). The proposed bulkhead would result in the disturbance of approximately 1,500 sq. ft. of highground for the associated tie back anchor system and backfill. The floating finger pier would incorporate approximately 64 sq. ft. of Estuarine Waters and I'uhl is Trust Area, which would allow the facility to provide docking space for four vessels. Give complete description: A new wooden bulkhead will be installed 2' waterward of the existing asbestos bulkhead that is failing and causing erosion. The asbestos wall will be buried to control environmental concerns. A total not to exceed approximately 200 square feet of coastal wetlands wilt be incorporated to keep from removing the asbestos and aid in the prevention of "friable" asbestos. The 4' x 16' floating dock will be installed on the western side of the existing floating dock to allow for dockage of a boat on the face of the dock. There is an existing 6' x 42' walkway and ramp leading to an 8' x 20' floating dock.
