PROJECT SUMMARY: The applicant proposes to excavate a boat basin, and to construct a bulkhead, boat ramp and dock along a man-made canal. Richard and Sarah Johnson Page Two PROJECT DESCRIPTION: The project site is located at Lot 45, North Galleon Bay Subdivision. Galleon Bay Subdivision is located along NCSR 1568, approximately 7 miles from the intersection of NCSR 1568 and NC Highway 210. The property is located adjacent to a man-made canal (Galleon BayNorthern Canal), which connects to Stump Sound and the AIWW. The property is an existing single-family lot measuring approximately 85 feet wide by approximately 175 feet deep. There are no existing structures on the lot. The lot has approximately 75 feet of shoreline along the man-made canal. High ground vegetation on the lot consists primarily of Bermuda Grass, Goldenrod (Solidago sempervirens), Ragweed (Ambrosia artemisiifolia), and Groundsel-tree (Baccharis halimifolia). The applicants' lot is one of only several lots along the canal which is not bulkheaded. During Hurricane Floyd, the entire canal adjacent to this lot was filled with overwash sand, in some places up to six feet deep. The applicants' lot was used as an access point for bulldozers used to push sand out of the canal. The shoreline along the non-bulkheaded lots was essentially recreated during this sand removal activity. Since that time, the shoreline has continued to erode resulting in the colonization of the area with costal wetland species. This wetland border averages approximately 10 feet in width and consists primarily of Salt Meadow Grass (Spartinapatens) with several small patches (approximately 15 sq. ft.)of Smooth Cordgrass (Spartina alterniflora). The two adjacent lots are bulkheaded. The applicants' lot has eroded to a point that the normal high water line is now located between 5 and 10 feet landward of a line connecting the adjacent bulkheads. The long term average erosion rate, for this area of Topsail Island, is 3 feet per year. The 100 year storm recession line is 210', creating a total Ocean Erodible Area AEC of 390'. The entire lot is located within the High Hazard Flood Area and the Ocean Erodible Area, AEC's. The majority of the property is also located within the 75' Estuarine Shoreline AEC of the Galleon Bay Canal. The Town of North Topsail Land Classification Map classifies the upland areas of the project site as Urban Transition and all other areas as Conservation. The Land Use Plan includes all Areas of Environmental Concern as well as 404 wetlands in the Conservation class. The waters of Stump Sound, the AIWW and the Galleon Bay Canal are classified "SA" by the Division of Water Quality. The area is not designated as a Primary Nursery Area by the Division of Marine Fisheries and is open to the taking of shellfish. DEVELOPMENT DESCRIPTION The applicants are proposing to excavate a basin into the high ground area of the lot. The applicants are also proposing to bulkhead the remaining shoreline of the lot and to construct a boat dock. The proposed bulkhead would line up with the two adjacent bulkheads and would be located an average of approximately 9 feet and a maximum of approximately 12 feet waterward of normal high water. The boat basin would be located near the eastern property boundary and would extend into the high ground lot for a distance of 35 feet at a width of 15 feet. The basin would be covered with an "A" type roof of approximately the same dimensions. The basin would be excavated to a depth of approximately 4 feet at mean low water (MLW), and would be no deeper than the adjacent canal bottom. A new bulkhead would be constructed around the perimeter of the basin. At the upper end of the basin, the applicants are proposing a boat ramp. The upper portion of the ramp would measure 10 feet in width by approximately 12 feet in length. As the ramp approaches the basin it would widen to 15 feet and would extend approximately 13 feet waterward of the new mean high water line of the basin. Excavated material removed for the basin and boat ramp construction would be contained behind a silt fence enclosure until dewatered. On the western side of the basin, adjacent to the canal, the applicants are proposing a dock measuring approximately 2 feet wide by approximately 30 feet long. The proposed dock would be located directly adjacent to the new bulkhead. The boat basin and dock would provide docking space for up to two vessels. 10. ANTICIPATED IMPACTS The construction of the boat basin and boat ramp would result in the excavation of approximately 90 square feet of coastal wetlands, 270 square feet of open water, and the conversion of approximately 450 square feet of high ground to open water. The upper portion of the boat ramp would create approximately 120 square feet of impervious coverage within the 75' Estuarine Shoreline AEC. The construction of the bulkhead and associated backfill would result in the filling of an additional 540 square feet of coastal wetlands and 540 square feet of open water. The construction of the boat dock would result in the incorporation of 60 square feet of public trust area within the man- made canal.
