The North Carolina Division of Water Resources conducted an inspection of the City of Lenoir Lenoir
Blends Processing Facility and Distribution Program on 4/17/2020. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0010059. The findings and comments noted during this inspection are
provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report".

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the City of Lenoir's 2019 DCAR annual report on
April 17, 2020. This review was conducted to determine whether the residuals were being processed and maintained in
compliance with Permit No. WQ0010059.
The facility appears to be in compliance. No distribution occurred in 2019. Approximately 829 dry tons of residuals were
taken to the Foothills Environmental Landfill in Caldwell County. The City's residuals processing is currently undergoing
modification to install a thermal belt dryer to meet Class A requirements. The DCAR permit is also due for renewal. The
current permit expires July 31, 2020. If requesting to add Blowing Rock as a residuals source, this will be considered a
major modification and the renewal will need to be marked accordingly and applicable fees apply
