Vaughn & Melton Consulting Engineers has been retained by Coastal Carolina Community
College (CCCC) to design and permit the new roadway and 600-foot by 600-foot driver training
pad (Phase I, II) for the subject project. The site is a 70-acre parcel adjacent to NC 172
approximately 0.56 miles north of the intersection of NC 172, Lyman Road and Bear Creek Road
near Hubert in southeast Onslow County. CCCC proposes to construct a new training facility to
train first responders. The proposed project is planned in four phases, Phase I – Roadway; Phase
II, Concrete pad for driver training; Phase III – Firing Range, Classroom building, EMS building,
Burn Building, Maintenance Building, and Parking lot; Phase IV – Outside training areas and
running track; all depending upon available funding. No further permits are anticipated for full
build-out of the project as all other amenities were designed to avoid the remaining jurisdictional
features (wetlands) on the property.
I have enclosed an agent authorization letter, PCN application, Approved Jurisdictional
Determination and exhibits, State Environmental Assessment/FONSI, SHPO no comment letter,
USFWS concurrence letter, permit drawings/plan sheets showing the proposed work, a USGS
topographical map, and other pertinent information regarding the project.
Permits Requested
Vaughn and Melton, on behalf of CCCC, is hereby requesting authorization under Section 404
of the Clean Water Act to proceed with the construction project outlined above. I am also
requesting authorization under Section 401 of the Clean Water Act from the North Carolina
Department of Environmental Quality, Division of Water Resources (DWR).

4a. Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:*
Coastal Carolina Community College obtained the property from Camp Lejeune military base in 1973. The access road and cleared area already existed when the community college
obtained the property. The site served as an unimproved outdoor training area from 1973 to present. The site currently has a dirt access road, two small buildings, approximately 14
acres of maintained open area, and the remaining acreage on the site is currently forested. Camp Lejeune adjoins the property to the west, undeveloped county property to the south,
and Bear Creek on the east and north sides.

There is approximately 300 linear feet of UT's to Bear Creek on the property interior and
approximately 3,650 linear feet of Bear Creek, which forms the northern and eastern boundaries of
property.

Coastal Carolina Community College proposes to construct a facility/satellite campus to train first responders. The Bear Creek Public Safety Training Facility is designed to provide a
classroom building, EMS building, fire fighter training and burn building, driver training road course, firing range, parking lots, outside training areas and a running track to provide up to
date training opportunities for first responder's in southeastern North Carolina.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The Bear Creek Public Safety Training Facility is designed to have minimal impact to onsite wetlands. Only 0.117 acres of wetlands out of a total 17.6 acres of wetlands onsite will be
permanently impacted due to roadway expansion and a retaining wall for a storm water pond. No additional direct or indirect wetland impacts are anticipated for the construction of this
project. No additional offsite infrastructure is needed for this project. The construction of this facility will utilize typical earth moving equipment such as excavators, bulldozers, tractors,
dump trucks, etc. Appropriate erosion control measures (BMP's) will be installed and maintained during construction according to the "Approved" NCDMLR Sedimentation and Erosion
Control Plan.

Culverts were added at the roadway wetland crossings to maintain connectivity between the wetland areas. Temporary wetland impacts will include
mechanized clearing to remove above ground vegetation so equipment can work safely during construction. No disturbance and/or grubbing of the
root mat is anticipated during construction.

The project was designed to utilize most of the existing roadway on the project site. The 0.115 acre of wetland impact was minimized to the maAmum
extent practical in order to meet current transportation design guidelines and safety standards.

Mechanized clearing will only remove the above ground vegetation to allow construction equipment to operate during the placement of fill. The project
design also utilized vertical retaining walls wherever feasible to avoid and minimize wetland impacts.

The NC Division of Energy, Mineral and Land Resources (Stormwater Section), Wilmington Regional Office, accepted the Stormwater Permit Application and the $505.00 application fee
for the Bear Creek Public Training Facility on January 31, 2020. The project has been assigned to Steven Pusey of DEMLR and we are currently awaiting approval of the stormwater
management plan.

Vaughn & Melton Consulting Engineers has been retained by Coastal Carolina Community College (CCCC) to
survey, design, conduct environmental evaluations, and permit the proposed Bear Creek Public Safety Training
Center in Onslow County. The purpose of the project is to construct a training facility for first responders. The
facility is designed to provide a driver training road course, firing range, fire fighter training area and burn building,
EMS building, classroom building, parking lots, and other training areas including a running track. The project will
occur on a 70 (+) acre tract of land adjacent to NC Hwy. 172 in the Bear Creek area east of Jacksonville.
As part of this project, Coastal Carolina Community College will be submitting a Pre -Construction Notification
(PCN) seeking authorization under Section 404 Nationwide Permit 39 and Section 401 General Water Quality
Certification No. 4139 for impacts to jurisdictional features associated with this project. For this effort, Coastal
Carolina Community College authorizes Dwayne Alligood, PE, with Vaughn & Melton Consulting Engineers, to act
on our behalf and take all actions necessary for the processing, issuance, and acceptance of this permit.
