Lakeside Dr. Raleigh, NC 27606 Introduction Kris Bass Engineering is contracted to provide engineering services related to habitat restoration and fish passage structures on the Dan River in the vicinity of the Town of Madison, NC, the Lindsey Bridge Dam, and its impoundment. The Lindsey Bridge Dam is a low-head structure on the Dan River located approximately 3 ½ miles upstream of its confluence with the Mayo River in Rockingham County, NC. The dam was constructed in 1972 and is in disrepair and at risk of failure, according to dive surveys completed in late 2017. The 11-ft tall dam is a barrier to fish passage and a safety hazard to recreational users of the Dan. The water intake for the Town of Madison is located directly upstream of the dam, prohibiting complete removal. Instead, a series of weir passages, in addition to partial removal of the dam, have been proposed to enable the movement of fish species upstream and to improve the safety of the area. In addition, constructed riffles are proposed upstream of the dam to provide enhanced bed habitat in deeper waters of the impoundment. The project is divided into two phases: Phase 1 involves the construction of riffles within the impoundment to facilitate upstream movement of the Roanoke logperch and other small fish species. Phase 2 is the partial demolition/lowering of Lindsey Bridge Dam and construction of seven rock weirs to allow fish passage over the remaining dam. The total project area is less than 7 acres, including portions of the Dan River. Wetland impacts were considered during site selection and planning of the Madison Fish Habitat Restoration Project. Federal policies require projects to minimize or avoid impacts on wetlands. Though much of the project area is within the Dan River, a water of the US, planned construction and impacted areas will extend into adjacent areas within the Dan River floodplain. This report details the process of wetland identification, the resources evaluated pertinent to a preliminary jurisdictional determination and identifies the extent of wetlands within and adjacent to the project area. Data Review This preliminary jurisdictional determination (PJD) was completed through a desktop GIS analysis, utilizing all available forms of data to determine the potential extent of existing wetlands within the site vicinity. Through a PJD, all features that may be wetlands are assumed to be wetlands for jurisdictional purposes. Future field delineation of wetland areas may reveal some portions assumed to be wetlands based on NWI data do not exhibit appropriate soils, vegetation, or hydrology to be considered jurisdictional wetlands or alternatively areas not assumed to be wetlands do exhibit wetland characteristics. At the time these data become available, an amendment to the wetland impacts may be requested along with the submission of wetland delineation data sheets. At this time, GIS and other digital data were examined to identify potential wetland areas. Data examined in analysis include: • Aerial photographs from NC OneMap (2018, 2014, 2010) • LiDAR data from NC Floodplain Mapping Program • National Wetlands Inventory data from USFWS • USGS topography data (1:24,000 scale, intersection of Ayersville, Belews Lake, Ellisboro and Mayodan quadrangles) • USGS National Hydrography Dataset (NHD) GIS layers • USDA Web Soil Survey data • FEMA FIRM map panel 7905 The USFWS National Wetlands Inventory (NWI) indicates the presence of wetlands in the vicinity of both Phase 1 and Phase 2 of the project. The USGS topography quads also show wetlands, as they utilize NWI data. Using surveyed elevation data within the project area, NWI data was digitally aligned with the top of bank line where data was available. 20.6 ac of wetlands are present within the review area, and of that area 0.1 ac of NWI wetlands is present within the project area. These areas are shown in Figure 4. In addition to the wetlands, the Dan River is shown as a jurisdictional water feature. 15,919 linear feet of the Dan River are present within the review area. No other streams are shown within the project area. NHD and NHDPlus GIS layers were assessed to determine the presence of any streams in the project area (besides the Dan River). The data did not indicate any streams, other than the Dan River, present within the project area. LiDAR elevation data indicates a meandering surface channel is present which may represent an ephemeral, intermittent, or perennial stream in the project vicinity. Portions of this stream may be considered jurisdictional. This stream is marked in Figure 6. USDA Web Soil Survey data identifies most of the project area as the Dan River loam soil type, 0-2% slopes, frequently flooded (DaA). This soil type is listed in the Rockingham County Hydric Soils list under hydric criteria 2 and 4, and is considered hydric in depressions and floodplains. In addition, part of an access path in Phase 1 crosses includes the Codorus loam soil type, 0-2% slopes, frequently flooded (CsA), which is also hydric in Rockingham County under criteria 2 and 4 in depressions and floodplains. Hydric soils are shown in Figure 3. The project area is within zone AE in the FEMA-designated floodway and 100-year floodplain, as indicated in FEMA FIRM map panel 7905 (Figure 5). Aerial photographs taken in 2010, 2014 and 2018 and obtained from NC One Map were assessed, as well as historic Google Earth imagery. Visible vegetation is not indicative of wetland conditions. Conclusion Wetlands and streams are delineated in Figure 7. This delineation has not been verified by the US Army Corps of Engineers or the NC Department of Environmental Quality – Division of Water Resources. Conclusions on the presence and location of wetlands and streams were drawn using publicly available data. Due to site access limitations, a full field delineation was not feasible. Site visits were conducted on the accessible portions of land, and conditions appeared concurrent with the conclusions drawn from desktop analysis.
