Director ~ , - Division of Water Quality February 26, 2007 DWQ Project # 00-1449 Gaston County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Bob Dienst Dienst Enterprises 125 Easton Drive Mooresville, NC 28117 Subject Property: Catawba Hills Subdivision, Village D - Townhomes REQUEST FOR MORE INFORMATION Dear Mr. Dienst: On Apri18, 2003, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to impact to impact 0.18 acre of wetland and 600 linear feet of stream or waters for the purpose of constructing a residential subdivision you described in your application dated November 17, 2000. In order to meet Condition 4 of the 401 Certification for this project, a revised stormwater management plan was submitted to the DWQ on November 15, 2006. The DWQ has determined that your stormwater management plan was incomplete as discussed below. Additional Information Requested: 1. Please redesign Extended Detention Wetland #1 so that all stormwater runoff is directed to a single forebay. Also, please place the inlet and outlet pipes as far apart as possible to maximize the flow path and improve the wetland's pollutant removal capability. 2. Please redesign Extended Detention Wetland #2 to maximize the flow path between the inlet and outlet pipes. 3. Please include a separate extended detention wetland worksheet for each of the proposed constructed wetlands. Currently, the submittal only includes one worksheet and it is for a wet detention basin, not an extended detention wetland. The extended detention wetland worksheet is available on our web site at: http•//h2o enr state nc.us/ncwetlands/wetlndwk.pdf. 4. Please provide all information requested in the extended detention wetland worksheets, including a planting plan with plant species and densities and nursery and soil specifications. 5. Please provide all the information requested in the bioretention worksheet, including: soil specifications, aprofile of the soil layers and underdrain system, a planting plan with plant species and densities, and plan details for the inlet and outlet structures. 6. Please provide plan details for the level spreader. The DWQ highly recommends that the level spreader include a concrete lip to avoid failures and maintenance problems in the future.
