Dear Mr. Perry:
The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of
Water Resources has reviewed the Headworks Analysis (HWA) for the Town of Belmont. The
HWA reflects the new NPDES permit limits and dissolved metal stream standards, and it was
received by the Division on December 18, 2019. We apologize for the late response.
The Division concurs with the HWA calculations for all pollutants of concern with the following
corrections and comments. These approved Maximum Allowable Headworks Loadings (MAHLs),
and the basis for these values are found on the last page of the HWA spreadsheet. The results of
the HWA are also listed in the bottom section of the enclosed Allocation Table. The updated HWA
with highlighted changes was emailed to you.
1. Steam Standards: were entered in column F of the Pass -Through Loading Section based on
the calculator submitted on December 18, 2019.
2. TN and TP loadings: were calculated by dividing the NPDES permit loading limits by the
number of days by the convertor 8.34 by the permitted flow.
3. LTMP: TN and TP should be added to the LTMP as they are limited in the NPDES permit. Please
submit an updated LTMP on or before July 15, 2020.
4. Next HWA Due Date: Your next updated HWA is due on May 1, 2021, unless conditions at the
POTW change significantly and thus warrant an earlier submittal (see Comprehensive Guide,
Chapter 5).
