The Site involves riparian buffer and nutrient offset mitigation on one unnamed tributary to John K Swamp and six ditches (D1-D6) in accordance with the Consolidated Buffer Mitigation Rules (15A NCAC 02B .0295) and the Nutrient Offset (15A NCAC 02B .0240). The project is located within the Neuse River Basin Hydrologic Unit Code 03020201150040 and NCDWR Sub -Basin 03-04-04 and is being submitted for buffer mitigation credit and nutrient offset credit in the Neuse River Basin HUC 0020201. The unnamed tributary (UT) flows downstream 1.5 mile into John K. Swamp and eventually to the Neuse River. Included for review is a Vicinity Map, 1997 USGS Topographic Map, 2019 USGS Topographic Map, LIDAR Map with elevation points, 1994 Soils Map, Concept Map, and Historical Aerials. The proposed buffer and nutrient mitigation parcel includes approximately 80 acres of primarily open agricultural fields along the project features. Based on historical aerial reviews, the land use directly adjacent to the onsite stream was farmland as far back as 1993 and has been maintained as farmland to the present day. The ditching of the former bay first began between 1974 and 1983. The project area has little to no existing riparian buffer. Restoration of the vegetative buffer on the areas up to 200 feet from the streams and ditches will remove row crops and fertilizer inputs within the project area. The restored floodplain areas will also filter sediment during high rainfall events. The establishment of riparian buffers will create shading to minimize thermal heating. Finally, the newly planted vegetation will provide cover and food for wildlife. The landowner authorization form is also included.
