Preston Howard, Jr., P.E., Director February 19, 1996 Ms. Heidi Passales Amoco Oil Company 375 Northridge Road, Suite 600 Atlanta, Georgia 30350 Subject: Application Number NCO005185 Authorization to Construct Charlotte Terminal Mecklenburg County Dear Ms. Passales: In accordance with your application for a modification of the current Authorization to Construct permit, we are herewith forwarding the subject Authorization to Construct permit for a groundwater remediation facility and one set of final approved plans and specifications. Authorization is hereby granted for the construction and operation of a groundwater treatment facility for-approximately 69,120 GPD (48 gpm) flow consistin- of, for the 'onsite system': 7 recovery wells, 50 gpm oil/water separator, 100 gpm transfer pump, dual 5 tray low profile air stripper (50 gpm) with 500 gallon surge tank, 100 gpm influent/effluent transfer pump, 600 cfm blower, bag filter system; for the 'offsite system' plus GNC addition: 5 recovery wells for the offsite system (15 gpm total), 4 recover wells for GNC system (9 gpm total), 35 gpm oillwater separator, 300 gallon transfer tank, 40 gpm transfer pump, a 5 tray low profile cascade air stripper (50 gpm) with 500 gallon surge tank, 100 gpm influent/effluent transfer pump, bag filter system; both onsite and offsite-systems combine to one 1800 pound carbon unit rated at 180 gpm. This Authorization to Construct also approves the removal of the GAC fluid bed and associated units. The units shall be built as specified including all other appurtenances associated with discharge of treated wastewater from Outfall 005 into an unnamed tributary to Long Creek in the Catawba River Basin. This Authorization to Construct is issued pursuant to the requirements of North Carolina and the US Environmental Protection Agency Memorandum of Agreement dated December 6, 1983 and as subsequently amended. The Authorization to Construct is issued in accordance with Part III, Paragraph A. of NPDES Permit No. NCO005185 issued July 5, 1994, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0005185. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Environmental Management. Box 29535, Raleigh, North Carolina 27626-0535 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer Permit No. NCO005185 Authorization to Construct Amoco Oil Company Charlotte Terminal Page 2 In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Winston Salem Regional Office, telephone number(704) 663 - 1699, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in-place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 . a.m. until 5.00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility,_a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P,O. Box 29535,'Raleigh, NC 27626-0535. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be required by the Division of Environmental Management or permits required by the Division of Land Resources, the Coastal Area Management Act or any Federal or Local other governmental permit that may be required. .If you have any questions or need additional information, please contact Susan Wilson, telephone number 919/733-5083, extension 555.
