Subject: Permit Major Modification
Permit NC0000396
Asheville Steam Electric Plant
Buncombe County
Facility Class I
We have received your request for a Major Modification of the subject facility. The request has
been granted.
Enclosed with this letter is modified permit. Please replace the existing permit with the
modified permit.
The permit modification contains the following significant changes from your current
permit:
• To accommodate changes required for conversion to Combined Cycle Plant, evaporator system
discharge was added to Outfall 002 and once -through cooling water for coal units was removed.
• Measurement frequency for flow and temperature was reduced from Daily to Monthly due to
the significant flow reduction (Outfall 002).
• Monitoring for the Total Residual Chlorine and the Time of Chlorine Addition was removed
from Outfall 002 due to the cessation of Chlorine addition.
• Monitoring for Total Copper and Total Chromium was added to Outfall 002 based on the
review of the effluent data provided by the facility.
No other changes have been made. This permit modification is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency.
