This inspection was performed by DWR representative Jim Gonsiewski. A separate DWR office file review of self-monitoring data for the period of June 2015 through August 2016 was also conducted. While the majority of the inspection reflects compliance with the permit,the following items were noted in which permit conditions were not met: 1.In August 2016,the permitted 12-month application total(34.75")was exceeded in Field 2(39.71").According to Mr. Chad Leinbach, operator in responsible charge(ORC)for the facility,this condition was due to wet weather and a mechanical breakdown in the dosing system. Mr. Leinbach also stated that the mechanical problem has been fixed. 2.The freeboard limit(2')measured in the wet weather storage pond was exceeded on several dates in October 2015(0.5' on October 6, 0.8'on October 12, and 1.9'on October 20)and once in January 2016(0.5'on January 5). The area received a large volume of rain in October,so it is likely that the excess rain caused the freeboard exceedances during this month. In addition to the above listed permit condition violations,the following items of concern require attention and action: The audio alarms for the wet weather storage pond and the recirculating sand filter were not operational at the time of the Site visit and should be repaired or replaced. The fence along Highway 220 was still missing due to the continuing work on the expansion of the highway.
