Summerfield Renaissance Center Wastewater Disposal System

Dear Ms. Chandler:
On behalf of Kotis Properties, the following responses are warranted for the continued operation
of the wastewater disposal system at Summerfield Renaissance Shopping Center which was
deficient on several items.
1. A reminder letter usually goes out to the owner in regards to renewal but conversations
with permitting indicated that the position had or has been vacant for several months. We
have continued on under the old permit.
2. Upon further investigation with maintenance personnel, the leak in the area noted during
the inspection was found and repaired. We have fixed the same problem in Zone 1 in
three other places. Several sections of red hose making up the bend in the purple line
runs were replaced with a better black rubber hose. The red hose was prone to leaking at
the glue joint. Several leaks have been repaired on Zones 1 -3.
3. The inflow was 1278 gallons per day. I did not notice the numbers reported when I
reviewed the report. They were actually the difference between weekly meter readings
and not the difference in weekly meter readings divided by the number of elapsed days. I
have revised the report and will resubmit.
4. The annual running average was skewed by a couple of months of high numbers. I cut
off Zone 3 to get the numbers to come down. Zone 3 will be in compliance in May,
2018.

5. The freeboard violation was due to high rainfall in the spring of 2017. The discrepancy
between freeboard in July was likely due to a misread of the gauge in the wet well.
6. The NC DOT has not finished. They have by some miracle been working on regrading
the driveway down to the WWTP. As soon as we are satisfied that they are done with
this regrade project; then we can reinstall a gate and tie the fence to the DOT fence
(which is installed).
7. No one updated the notes for my certification. I paid late and had to send an extra$50.
My wastewater certification was reactivated on February 2, 2018.
8. All trees have been removed and the fence is repaired around Zone 3.
9. 9a) We need another 30 days to properly assess the sand in the RSF(recirculating sand
filter). 9b) The observation that Pump 1 was malfunctioning was new to all at the
inspection. Immediate action was taken to correct the problem. It is likely that the cap
was not tightened enough after the last cleaning (within two weeks) and it came off at
some point. 9c) This statement is incorrect. The splitter box where the board was is
between the wetlands and the RSF. This bypass is engineered into the system.
10. A staff gauge is present for the WWS(wet weather storage)pond. It is marked in quarter
feet. Readings are taken with that mind. If necessary we can easily remove it and add
more markings.
11. This request is unreasonable and impossible unless a weather station is directly tied into
the computer. This system is capable of multiple dosings per day but limited to rain
sensors and a complex "dose enabled" float system which involves zone irrigation and the
WWS.
Additional concern:
1. Within a week of the inspection, Stoner Electric out of Sanford was on site to
troubleshoot the RSF panel. It was determined by the electrician that the panel was
victim to a power surge. Several components were not working including a toggle switch
for Pump 1, the high water float and electrical breaker. The RSF panel will now be
equipped with a surge protector and new parts are on order. The RSF panel is functioning
now. The partial malfunction was responsible for putting water in the splitter box with
the board.
2. The willow tree will be removed on 3/27/18 or sooner.
3. The power to the WWS panel will remain on. I will cut power to the pumps as necessary
leaving the power to the alarm on.

oversight on the December 2017 report.
