DATE RECEIVED: July 24, 2019 COMMENT DATE: July 25, 2019 SUBJECT: WINTERVILLE: Eli’s Ridge TWC Project No.: 2853-AJ We offer the following comments on the final review for the Construction Drawings and supporting material for Eli’s Ridge. General Comments 1. Per the Minimum Design Criteria #10 for a Wet Pond in the NCDEQ Stormwater Design Manual, “a trash rack or other device shall be provided to prevent large debris from entering the outlet system”. Include a trash rack on the outlet structures for Ponds 1 – 4. 2. Per the Town of Winterville Manual of Standard Design and Details (MSDD) Section 60 the outlet structure “shall be sized to carry the 100-year storm safely with an additional foot of freeboard”. Please provide confirmation that the ponds as designed satisfy this condition. 3. Confirm a lateral separation between parallel storm sewer and water mains of at least 5 feet, as per Section 3.03E of the Water & Sewer Specifications. 4. Confirm a lateral separation between parallel storm sewer and sanitary sewers or force mains of at least 10 feet, as per Section 4.2.4.2 of the Town of Winterville Manual for the Design and Construction of Water and Sewer Systems Extensions. 5. Per Section 3.03E of the Water & Sewer Specifications, crossings of a storm sewer and sanitary sewer must place the bottom of the storm sewer pipe a minimum of 18 inches above the top of the sanitary sewer pipe. Plan Sheets 1. Sheet C1: Composite Plan a. Note 14 states that dry detention basins whereas details refer to wet detention basins. Please clarify for consistency. b. Per Drainage Calculations, “approximately 3,750 sf of impervious area should be assumed per lot”. Please provide similar note/limitation to Site Data information. 2. Sheet C2: General Grading, Drainage Erosion, and Sedimentation Control Plan. R-10 Zone a. Revise easement width of pipe P8 to 25 feet. b. Per the Town of Winterville MSDD, the minimum easement for 30- and 36-inch stormwater pipes is 20 feet. Revise the easements of Pipes P35, P36, and Pipe P54 such that the widths are 20 feet instead of 15 feet. 3. Sheet C3: General Grading, Drainage Erosion, and Sedimentation Control Plan. R-8CUD Zone a. Show easements called out between Properties 136 and 137. b. Call out the easement widths for the following pipes: P76A. c. Per the Town of Winterville MSDD, the minimum easement for a 48-inch stormwater pipe is 25 feet. Revise the easements of Pipes P85 and P90 such that the widths are 25 feet instead of 20 feet. d. According to the Town of Winterville MSDD, the minimum easement for a 30- and 36-inch stormwater pipes is 20 feet. Revise the easements of Pipes P65, P69, P80, P81, and P82 such that the widths are 20 feet instead of 15 feet. 4. Sheet C4: Plan and Profile Eli’s Drive Sta. 0+00 to Matchline “A” Sta. 13+84.78 a. Call out easement the width for Line B. b. Revise easement width of Line B (pipe P8) to 25 feet. 5. Sheet C5: Plan and Profile Eli’s Drive Matchline “A” Sta. 13+84.78 to Sta. 22+06.20 a. Confirm a vertical separation between storm sewer and sanitary sewers of at least 18 inches for the crossing located between MH-21 and MH-20, as per General Note #5 above. 6. Sheet C6: Plan and Profile Kaylie’s Court a. Call out the easement width for Line A (P7). Line is currently shown between lots 19/20 while the easement falls between lots 10/11. 7. Sheet C7: Plan and Profile Hunter Grace Drive Sta. 0+00 to Matchline “B” Sta. 14+00 a. Call out the easement width for P42. 8. Sheet C8: Plan and Profile Hunter Grace Drive Matchline “B” Sta. 14+00 to Sta. 26+68.97 a. There exists a water main – storm sewer crossing between CB-21 and CB-22 in the Plan View that is missing from the Profile View. As such vertical separation between water main and storm sewer cannot be confirmed. b. Call out pipe reference and easement width downstream of CB20. c. Call out pipe reference downstream of CB20. 9. Sheet C9: Plan and Profile Gloria Jean Drive a. No comment(s). 10. Sheet C10: Plan and Profile Jordan Ann Drive and Emily Tyler Lane a. Confirm a vertical separation between storm sewer and sanitary sewers of at least 18 inches for the crossing located between MH- 59A and MH-60, as per General Note #5 above. 11. Sheet C12: Plan and Profile Luke Court Sta. 0+00 to Matchline “C” Sta. 12+00 a. Confirm a vertical separation between storm sewer and sanitary sewers of at least 18 inches for the crossing of P73 located between MH-51 and MH-50, as per General Note #5 above. b. A vertical conflict is present between P75 and the shown waterline (see note 14 below). 13. Sheet C13: Plan and Profile Luke Court Matchline “C” Sta. 12+00 to Sta. 19+35.80 a. There is an incorrect reference between plan and profile view, P96 vs P88, respectively. 14. Sheet C14: Plan and Profile Kennedy Carol Lane a. There exists a water main – storm sewer crossing at the intersection of Luck Court and Kennedy Carol Lane in the Plan View that is missing from the Profile View. As such vertical separation between water main and storm sewer cannot be confirmed. b. Pipe P90 requires a 25’ easement per the Winterville MSDD. 15. Sheet C15: Plan and Profile Storm Drain Outfall Line “A”, Line “B”, Line “C”, and Line “D” a. Line B requires a 25’ easement per the Winterville MSDD. 16. Sheet C16: Plan and Profile Storm Drain Outfall Line “E” and Line “G” a. Line G requires a 20’ easement per the Winterville MSDD. 17. Sheet C17: Plan and Profile Storm Drain Outfall Line “F”, Line “H”, and Line “I” a. Line F requires a 25’ easement per the Winterville MSDD. b. In Line “I”, CB-43 and CB-44 in the Plan View are labeled CB-36 and CB-37, respectively, in the profile view. Revise for consistency. 18. Sheet C18: Plan and Profile Storm Drain Outfall Line “J”, Line “K”, and Line “L” a. Line L requires a 20’ easement per the Winterville MSDD. 19. Sheet C19: Plan and Profile Storm Drain Outfall Line “M” a. Line M requires a 20’ and 25’ easement per the Winterville MSDD. 20. Sheet C20: Plan and Profile Storm Drain Outfall Line “N”, Line “O”, and Line “S” a. Line O requires a 20’ easement per the Winterville MSDD. 21. Sheet C21: Plan and Profile Storm Drain Outfall Line “P”, Line “Q”, and Line “R” a. In Line “Q”, there exists a sanitary sewer – storm sewer crossing in the Plan View that is missing from the Profile View. As such vertical separation between sanitary sewer and storm sewer cannot be confirmed. b. Line P requires a 20’ easement per the Winterville MSDD. 22. Sheet C22: Worthington Road Turnlane Plan a. No comment(s). 23. Sheet C23: Laurie Ellis Road Turnlane Plan a. No comment(s). 24. Sheet C24: Stormwater Detention Pond #1 a. No comment(s). Sheet C29: Water and Sewer Details a. Detail No. 5 states the crossing detail will be utilized when a 12-in. vertical separation cannot be obtained. Revise for 18-inch vertical separation. b. Detail No. 5 refers to SDR 35 pipe material. Revise for SDR 26. Supporting Documents 1. Stormwater & Erosion Control Narrative a. Permittee’s phone number on the cover page is given as 252-355- 5805, whereas it is given as 252-317-0940 on the Construction Drawings. Revise for consistency. b. Permittee’s address on the cover page includes “Suite A”, whereas it is missing in the address given on the Construction Drawings. Revise for consistency. c. Section III states that seeding will occur “within 14 days” of completion, whereas Erosion Control Note #1 on Sheet C1 states seeding will occur “within 15 days”. Revise for consistency. d. The “Seed Bed Preparation” section does not match the “Seeding Schedule – Seed Bed Preparation” notes on Construction Drawing Sheet C1. Revise for consistency. 2. Stormwater & Erosion Control Calculations a. The Discussion of Calculations section states the subdivision will consist of “230 Single Family lots”, whereas the Narrative and Sheet C1 states 232 Single Family lots. Revise for consistency. Conclusion/Recommendation After the correction of the above noted items, the construction drawings and supporting materials satisfy our review. WAL/gbv
