Applicant FLM Engineering SCMs Proposed: none River Basin: Neuse and Tar-Pamlico Dear Jason: We have reviewed the preliminary plat and stormwater submittal for Tarboro Road Subdivision in accordance with the Franklin County Stormwater Ordinance and NCDEQ regulations for stormwater development in the Tar-Pam and Neuse River Basin, and offer the following comments. 1. Per Franklin County Stormwater Ordinance Section 4, development within the Neuse River Basin is exempt from Stormwater Review [15A NCAC 2B .0235]. As such, no stormwater calculations are required for those areas. 2. However, as noted on the plans, Neuse riparian buffer rules do apply. The applicant should submit the hard copy NRCS and USGS soils map with the site clearly shown to confirm the non-existence of a riparian buffer. NCDEQ to provide buffer permit prior to construction, if applicable. 3. As described in the stormwater letter by Chase Massey, PE, dated 7/30/19, less than one acre is within the Tar-Pam watershed with less than 0.5 acres of disturbance, and thus is exempt from stormwater management. Based on the information presented, Appian recommends CONDITIONAL APPROVAL of the submitted plan, subject to the items described above. Please let us know if you have any questions.
