On October 1, 2018, The Carlyle Group purchased the AkzoNobel Specialty Chemicals business
including the AkzoNobel Surface Chemistry LLC Salisbury, NC site. As a result, the name of the
legal entity known as AkzoNobel Surface. Chemistry LLC will be changed to Nouryon Surface
Chemistry LLC. The company intends for this name change to be effective on July 1, 2019.
Pursuant to these changes, the Salisbury, NC site respectfully requests the name of the holder of
the following permit to be changed from AkzoNobel Surface Chemistry LLC to Nouryon Surface
Chemistry LLC effective July 1, 2019:
