In response to your renewal application for continued coverage under general permit NCG220000, the Division of Water
Quality (DWQ) is forwarding herewith the reissued stormwater general permit. The permit is reissued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of
North Carolina and the U.S. Environmental Protection Agency, dated May 9, 1994, or as subsequently amended.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of General Stormwater Permit NCG220000
• A copy of the Analytical Monitoring Form
• A copy of the Qualitative Monitoring Form
The only differences between this reissued version of the General Permit and the original version are the Analytical
Monitoring Requirements (See Part II, Section B). Sampling parameters of pH and Oil and Grease have been dropped
immediately and the frequency for analytical monitoring has been changed from quarterly to annually once 12 quarters
have been sampled. (See Table 1, footnote 1 on Measurement Frequency).
Your coverage under this General Permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permitlee from responsibility for
compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree..

Dear Permittee:
The above referenced facility is currently covered for stormwater discharge under General Permit
NCG220000. This permit expires on November 30, 2003. The Division staff is currently in the process of
renewing this permit and is scheduled to have the permit reissued by fall of 2003. Once the permit is
reissued, the above referenced facility would be eligible for continued coverage under the reissued
permit. If you wish for the above referenced facility to be covered under the reissued permit, you must
apply to the Division of Water Quality (DWQ) for renewal of permit coverage. Enclosed you will find a
Permit Coverage Renewal Application Form. The application must be completed and returned by
June 3, 2003.
Failure to apply for coverage under the reissued NCG220000 may result in a civil assessment of at least
$250.00 and/or a lapse in permit coverage for the above referenced facility. Larger penalties may be
assessed depending on the delinquency of the request. Discharge of stormwater from the above
referenced facility without coverage under a valid stormwater NPDES permit would constitute a violation
of NCGS 143-215.1 and could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of
industrial facilities in any of the 11 categories of "storm water discharges associated with industrial
activity," (except construction activities). If you feel the above referenced facility can certify a condition of
..no exposure", i.e. the facility industrial materials and operations are not exposed to stormwater, you can
apply for the no exposure exclusion. For additional information contact the Central Office Stormwater
Staff member listed below or check the Stormwater & General Permits Unit Web Site at
http://h2o.enr.state.nc.us/su/stormwater.html.
If the subject stormwater discharge to waters of the state has been terminated, please complete the
enclosed Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will
be notified when the rescission process has been completed.

The Division of Water Quality (Division) has reviewed your petition dated September 17, 2001. The
petition is for representative outfall status at the Willamette Industries facility located at 7634 Old US
Hwy 1, in New Hill, North Carolina.
The petition request the Division to allow stormwater discharge outfall #1 (as designated on the
submitted site map) to be representative of stormwater discharge outfalls #2, #3, and #4. After a review
of the submitted documentation and a follow-up phone conversation between you and our staff on
October 3rd, the Division concurs that outfall #1 would contain the same types of potential pollutants as
the other three outfalls. Therefore, the Division agrees with the petition and grants the request to sample
outfall #1 as representative of outfalls #2, #3, and #4. In addition, your request for approval to sample at
the overflow swale, on the existing pond in drainage area 1, is also granted.
Please note that qualitative monitoring is still required at all outfalls at the facility regardless of
representative outfall status as stated in Part II, Section C, Paragraph I of General Permit NCG220000.

As you know, the B&B Chip Mill is subject to the requirements of the new General
Stormwater Permit Program, NCG22, and as such, B&B Chip Mill has filed a Notice of
Intent for coverage, and has been issued a subsequent permit. B&B is in the process of
developing systems to ensure compliance with the requirements of the new permit. Four
stormwater point source outfalls have been identified that convey stormwater off of the
plant site. The four stormwater outfalls have been identified on the enclosed site map and
their respective drainage areas have also been identified.
Part VI, item 21 of the permit provides a provision whereby multiple outfalls of the same
nature can be classified as "representative" possibly resulting in a reduced number of
outfalls requiring analytical sampling. After reviewing B&B's outfalls, three outfalls
exist that generally drain the same type of terrain or activity. The three similar outfalls
are noted as outfall numbers 1,2, & 3 on the attached site map (Bonsal Chip Plant). We
request representative outfall status for these three outfalls thereby allowing sampling and
analysis of only one of the outfalls. This request is in -line with the objective of item no.
21. Our recommendation and plan would be to sample outfall no. 1 as the representative
outfall since this outfall would see storwater flow from the primary processing area and
would provide the "worst case" scenario.
In addition, we request that outfall no. 4 be considered as representative to outfall no. I.
Outfall no. 4 drains a grassy swale region where the only industrial activity is the entrance
road. Consequently, it is reasonable to expect any contribution from this outfall to be
minimal, and certainly well represented by outfall no. I.
To assist in sampling outfall no. 1, we request approval to sample at the overflow swale
located at the southeast corner of the existing pond. This pond is the predominant feature
of drainage area `A,' and sampling at this location is both convenient and representative.
We would appreciate your expedited response since the first quarter, which requires the
applicable new conditions, is drawing to a close. Please feel free to contact us for any

If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable. If the ownership of the
facility changes, the old and new owners may apply for a transfer of the Certificate of Coverage to the
new owner, but the Division of Water Quality reserves the right to modify or revoke and reissue the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.
