In accordance with your application for a discharge permit received on January 11, 2008
we are forwarding herewith the subject,certificate of coverage (COC) to discharge under the
subject state — NPDES general permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently
amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division•, of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act or any other
federal or local governmental permit that may be required.
Please note that the attached permit expires on April 30, 2008. Your COC will be
automatically renewed to cover the full 5 year term of the soon to be reissued permit. In the

Please see permit application attached.
We have received an application for coverage of a new facility under NCG
21 from Jarden Home Brands for their Fire Log Division. The facility
drains to a UT of Little Turkey Creek (class C; NSW) in Spring Hope
(Nash County). This facility has vehicle maintenance, but states it is
< 55 gal of new motor oil per month. No hazardous waste. Does the
Raleigh Regional Office have any concerns about issuing this facility a
COC for this general permit?

On July 31, 2007 the North Carolina General Assembly and Governor Easley put into effect a new
budget that included a 20% increase to all fees associated with Division of Water Quality annual
fees, new permit applications, permit modifications, certifications, and project fees. $100 is the
new permit application fee, instead of the former $80 application fee for General Stormwater
permits.
The Division of Water Quality attempts to operate in a fiscally responsible and efficient manner.
This increase represents the first change in fees since 1999 and reflects inflationary pressures over
that time.
As of September 1, 2007, all permit fees collected must meet the legal requirements of these
changes.
