The SWP3 was updated in October 2018 and is valid until October 2023. The permit was renewed by the NCDENR on August 1, 2018. Visual Observations 1. No obvious environmental contaminants (color, odor, floating solids, excess total suspended solids, oil sheens, etc.) were observed at any of the three outfalls on the property. 2. There was no visual evidence of petroleum leaks or spills on the site. 3. All containers of petroleum -based fuels and/or lubricants were properly stored under roof. 4. Rainfall amounts were measured by the onsite rain gauge. 5. Damaged silt fencing along the property boundary to the north of the log yard has been repaired and/or replaced. In addition, new silt fencing has been installed along the drainage ditch to Outfall #3 west of the log yard. Photographs are attached. The NCDENR Qualitative Monitoring Reports for this sampling event are enclosed. Field Sampling and Analysis Sampling activities were conducted during a measurable rainfall event where a total of 0.91 inches of precipitation occurred during the stormwater event, as measured by the onsite rain gauge. Grab samples were collected at two of the three outfalls on the property (Outfalls # 1 and #3). There was no flow in Outfall #2. Conditions have been extremely dry and although this was a measurable event there was minimal flow in Outfall #3 and no flow in Outfall #2. Samples were placed in clean containers provided by Environmental Testing Solutions, Inc. (ETS), a NC certified laboratory (NC Certification #600). The samples collected for Total Suspended Solids (TSS) were placed in one -liter polyethylene bottles and the samples designated for Chemical Oxygen Demand (COD) analysis were placed in 120-milliliter polyethylene bottles that contained 1:1 sulfuric acid as a preservative. Pursuant to the August 1, 2018 NCDENR testing requirements, an analysis for pH was not conducted. Cook Brothers Lumber Company Stormwater Sampling Event — October 2019 Page 2 The samples were transported, under Chain -of -Custody, to ETS, located at 351 Depot Street in Asheville, NC 28802, phone number (828) 350-9364. Samples were analyzed for TSS using Standard Method 2540D and COD using HACH Method 8000 (Standard Method 5220D). Laboratory Results The analytical results for this sampling event are presented in Table l: Table 1: Laboratory Results — October 2019 Stormwater Sampling Event Outfall No. Temp. °F TSS (mg/b COD (me/b 1 62 11 <50 2 No flow in Outfall #2. 3 62 17 <50 The NCDENR Stormwater Discharge Outfall Monitoring Reports and the ETS laboratory report for this sampling event are enclosed. Yes X No Please verify whether Qualitative Monitoring must be performed during a "representative storm event"or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event" However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office.
