This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, this certificate of coverage shall be final and binding. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. Parcel ID: 168381 Pin:0842-04-51-8207 This gravel and chain -link fenced Site is approximately 150 ft. by 150ft. and is a on a sloped lot from SE downward to NW. The nearest intermittent stream is about 100 yards to the West downhill along the road corridor and northern property line. It is likely this stream, which empties into the Ellerby Creek watershed, is heavily impacted from the industrial area. A walking site inspection shows some erosion and is heavily wooded and covered in vegetation, which helps slow runoff and absorb and breakdown pollutants. Cheek Rd. B. The recycling of metals occurs primarily with drop-offs of materials by Durham Residents and the processing for resale into both retail and commodity markets. JD Recyclers collects, bales or re -packages, stores to truckload quantity and then sends to next level processors or recycling mills, as well as stores on site various materials for reuse. Secretary On May 30, 2013 Mack Wiggins of the North Carolina Division of Water Quality, Surface Water Protection Section, Raleigh Regional Office, conducted a compliance evaluation inspection of J & D Recyclers Facility, 2645 Cheek Road, Durham NC. Your assistance was very helpful and appreciated during the inspection process. 1. The following observations were made during the inspection: 1. J & D Recyclers is a recycler of aluminum cans and other ferrous and nonferrous metals. 2. The Stormwater Pollution Prevention Plan for this facility contained all the components as required by NCG200000 with the exception of a general location USGS topographic map, and documentation of significant spills within the past three years. 3. This site does not stock any fluids. 4. The facility has one outfall. Outfall No. 1 receives all stormwater flow from the facility site. The outfall was accessible for sampling and monitoring at the time of the inspection. Environmental Conservation Laboratories Inc. (ENCO) conducts the analyticals. 5. This facility is required to perform both qualitative and analytical sampling and monitoring.
