Parnell: The purpose of this correspondeom is to respond to NCD1• NR correspondence dated May 17, 2012 rewarding a Compliance Evaluation Impaction that was conducttai. at the above referenced site on April 19, 2012 and to summarize our discussion on June 11, 2012. As we discussed, Geological Resources, Inc. (OR1) is assisting United Salvage & Auto, Inc. (USA) to achieve compliance with the raquirementa of the Stormwater Permit (No. NCG20046C) and your above referenced eotrrspondence. As you correctly noted, a Stormareter Pollution Prevention Plan (SWPPP) has been in place at the site. However, some elements of the plan are in the pmoeas of being implemented. During the development of the SWPPP, it was determined that a combination of earthen beau along the southern property boundary, two rip rap lined di v and a sediment basin would be required to efficiently manage any stornlvrater that may be gaocat�thc cite The purpose of the rip rap lined diversions is to divert stormwator runoff fro® upgradiea areas to the proposed sediment basin. However, subsequent to completion of the plan, USA determined that, they would need an additional buffer between the shredder area and the eastern and southern fence line. The additional butler was requested to allow room for vehicular traffic that serviced the shredder area. As a result, it was determined that the shape of the proposed basin as well as the exteslt of the diversion ditches that were to feed the basin would need to be reconfigured. USA also requested GR I to evaluate if the design of t3a proposed basin could be such that a waiver on the analytical aonitoring fequir=cnts of the Stormwater permit could be requested. Pending approval from USA, GRI will finalize the redesign of the basin and ditches and submit the redesign to the Starmwater Permitting Unit. As we discussed, the implementation of ooastruction of the basin is dependent upon the review and approval by the Stormwatex Permitting Unit USA bas assured that the construction of the basin will be completed upon approval from the NCD3WR within a reasonable time frame. Halifax County Dear Mr. Tart: On April 19, 2012, Dave Parnell of the Raleigh Regional Office carried out a stormwater compliance evaluation inspection (CEI) for the above permit. Mr. Scott Sawyer was available to assist Mr. Parnell. A file review indicates that this was the first time DWQ had inspected this facility. See the enclosed inspection checklist. A number of issues emerged and are discussed below: The current permit was issued October 10, 2008 and will expire 5 years from that date. The permit was produced during the CEI. 2. The Stormwater Pollution Prevention Plan (SPPP) was reviewed during the inspection. The plan was reviewed and updated within the last year, but still contained some areas that are in need of attention: a) A list of significant spills is required to be contained within the SPPP. This list must extend for the last three years. b) Employee training is required on an annual basis and documentation is required to be within the SPP. c) Maintain an updated list of responsible parties within the SPPP. d) Reformat the SPP to better address the requirements of Part lI Section A of your stormwater permit. Please prepare a response and timeline addressing the following: A) Re -produce an updated Stormwater Pollution Prevention Plan adhering to all components of your Stormwater Permit. B) Implement the monitoring requirements of your permit as soon as the SDO(s) have been verified by your engineer. Provide documentation of the monitoring results to this office as soon as they are completed. C) Provide a map identifying the location of your SDO. Please provide a written response to this letter, within 30 days of the receipt of this letter, detailing United Salvage and Auto's compliance efforts with respect to the bold items found above in #4A, 9413, and 44C.
