Edgecombe County Dear Mr. Mayo: Dee Freeman Secretary On February 18, 2011, I, Dave Parnell of the Raleigh Regional Office of the Division of Water Quality, performed a compliance evaluation inspection (CEI) at your hosiery knitting production facility. Your assistance was helpful and appreciated. This inspection was conducted to determine your compliance with NPDES stormwater general permit referenced above. The following observations were noted during the Division of Water Quality inspection: SITE DESCRIPTION Men's, Women's and Children's knitted socks are being produced at this facility. There are currently two stormwater discharge outfalls (SDO) being evaluated at the facility. Although the site plan within your Stormwater Pollution Prevention Plan (SP3) shows seven SDO, I concur that the two outfalls that you are currently monitoring accounts for the stormwater drainage leaving your site. The other five outfalls shown on the site plan are stormdrains throughout the site, and are not Stormwater Discharge Outfalls. INSPECTION SUMMARY 1. The Stormwater General Permit was available during the inspection. The permit was issued on August 1, 2009 and expires on July 31. 2014. Please note that an application for renewal is required 6 months prior to expiration of the permit. 2. The Stormwater Pollution Prevention Plan (SP3) was available and reviewed during the CEI. Please add the following items to the S113: a list of significant spills during the last three years, and documentation of the annual update of the plan. As noted above, you and I agreed that there should be two SDO to be evaluated in the future. Please revise your site map showing the agreed upon SDO. Qualitative monitoring is currently being conducted at SDO #1 and SDO #2, and the records of the monitoring were reviewed. No analytical monitoring is required at this time by the permit.
