Director Division of Water Quality January 28, 2003 Kevin Vogel, PE Land Design 223 N. Graham St. Charlotte, NC 28202 Subject: Catawba Hills DWQ Project No. 001449 Gaston County Dear Mr. Vogel: The Wetlands Unit staff reviewed the stormwater management plans for the subject project and determined that additional information is necessary to complete the technical review process. The required additional information is as follows: Village B The application approved with the Water Quality Certification issued December 4, 2000, indicated that the area labeled "Village B" would also be for townhomes, and, as such, require that a stormwater management plan shall be approved before any of the impacts approved occur (per condition no. 2). 2. Temporary Water Quality Pool The Division review process utilizes the Simple Method for determining the 1 inch storm volume to be controlled. This method is outlined in NCDENR stormwater Best Management Practices Manual, April 1999. As such, the temporary storage volume proposed was insufficient. 3. Vegetative Shelf A vegetative shelf around the perimeter of the pond is required. The shelf shall be gently sloped (6:1 or flatter) and shall consist of native (volunteer, if desired) vegetation. Please specify this on the engineering plans. 4. Operation and Maintenance Agreement An operation and maintenance agreement is required. The operation and maintenance agreement must also be signed by the responsible party and notarized. An example agreement for an extended detention wet pond is available on line at http://h2o.enr.state.nc.us/ncwetlands/oandm.doc. 5. Worksheets Completing the enclosed worksheets for each BMP(also available on line at the address below) will greatly decrease the staff review time. Division wetlands unit staff will strive to complete a final technical review within 10 working days of receipt of the requested information.
