Dear Mr. Hayes:
FPM is providing written notification of analytical results from both the initial semi-annual sampling
of Outfall 001 for TRC and subsequent follow-up investigative sampling for the above referenced
permit. On 12/23/16, FPM received results from the initial semi-annual sampling event for the above
referenced permit and left notification by phone (voice mail), with Joe Corporon and Charles Weaver
of the NCDEQ — Division of Water Resources, that the TRC concentration at Outfall 001 was 1.98
mg/1, which is above the permit limit of 17 µg/I, and that additional investigative sampling will be
conducted. FPM then arranged for additional sampling of the Outfall and potential sources of
chlorine.
Attached are analytical reports for both the initial (12/9/16) and follow-up (2/l/17) sampling events.
Results indicate that the TRC concentration in cooling tower make-up water from the municipality
(2,020 µg/1) exceeds the initial sampling event TRC concentration detected at permitted Outfall 001
(1,980µg/I). The corresponding cooling tower sump TRC concentration (40 ug/1) however; was
within the range that NCDEQ considers compliant (50µg/1) per the May 8, 2008 NCDEQ — Division
of Water Resources Memorandum (attached). The sample obtained from the storntwater control
measure prior to Outfall 001 (pond) showed a TRC concentration slightly higher than the cooling
tower sump (60 µg/I vs. 40 u<, 1) as seen on the attached analytical report. The follow-up TRC
concentration of 230 µg/I at Outfall 001 was improved but still above the compliant concentration.
Based on the follow-up sampling event, FPNI considers water purchased from the municipality to be
a factor in the TRC excursion. Since cooling tower operation is likely reducing TRC to levels below
make-up water, pond and Outfall 001 concentrations, additional investigative sampling is needed to
determine if another source (ex. another cooling tower) is contributing to the elevated Outfall 001
and pond concentrations. 17PM will continue to conduct investigative sampling and report results to
the Division.

In a previous letter dated August 14, 2001, the Division of Water Quality (DWQ) notified
NPDES permittees that water/wastewater treatment facilities with Total Residual Chlorine
(TRC) effluent limits would be required to use analytical methods that produce detection levels
below their permit limit by July 1, 2002. [Note: TRC permit limits are typically set between 17
to 28 ug/1 for discharge to freshwater systems, and 13 ug/1 for discharge to saltwater systems].
This requirement was based on an Environmental Protection Agency (EPA) audit of the NC
enforcement program. It was also necessary to ensure water quality protection and compliance
with state monitoring regulations [15A NCAC 2B.0505(e)(4)].
Since that time, DWQ has received several inquiries regarding difficulties with the new
analytical methods, primarily focused on 1) lack of precision with field instrumentation at low
TRC levels for both water and wastewater treatment plants; and 2) manganese interference with
TRC measurement at several water treatment plants. Some facilities have overcome these
problems through various changes, such as: 1) switching dechlorination chemicals; 2) adding a
second dechlorination feed; 3) changing analytical methods; 4) incorporating manganese
correction; 5) switching to UV disinfection; 6) removing sludge from water treatment plant
settling basins. Also, the DWQ Laboratory Certification staff have provided extensive field
assistance for the new lab methods. Still, some analytical issues remain. In response to the
pemtittee's concerns, the Division is providing the following changes to its TRC requirements:
❑ TRC Compliance Level Changed to 50 ug/l. DWQ continued discussions with EPA
regarding analytical difficulties with TRC measurements, and in March 2008 received
EPA approval to allow a 50 ug/I TRC compliance level. This will not change the
analysis, annual verification of meter performance, or data reporting, but simply how the
reported values will be evaluated by DWQ from a compliance standpoint. Facilities will
still be required to report actual results on their monthly .DMR submittals, but for
compliance purposes all TRC values below 50 ug/I will be treated as zero. For example,
if the facility has a TRC limit of 17 ug/1 and reports a TRC value of 40 ug/I on the DMR,
this value will be considered compliant under this new policy. This new compliance
level is effective March 1, 2008 (beginning with March 2008 DMR submittals).
DWQ will continue to incorporate TRC effluent limitations into NPDES permits for all
water/wastewater treatment, facilities that discharge chlorine -bearing wastestreams to surface
waters. While this new TRC compliance level of 50 ug/1 is effective beginning March 1, 2008, it
will be incorporated into existing NPDES permits with TRC effluent limits upon permit renewal.
At that time, the following TRC footnote language will added to the Effluent Limitations Sheet:
"The facility shall report all effluent TRC values reported by a NC certified laboratory including
field certified. However, effluent values below 50 ug/1 will be treated as zero for compliance

Dear Mr. Okoth:
Staff of the North Carolina Division of Water Quality, Surface Water Protection Section, Raleigh
Regional Office, conducted a stormwater compliance evaluation inspection of Freudenberg
Nonwovens Company, 3500 Industrial Drive, Durham, on May 30, 2013. Your assistance was very
helpful and appreciated during the inspection process.
The following observations were made during the stormwater inspection:
1. Freudenberg Nonwovens Company is a facility that produces spunbond polyester
nonwoven fabrics on a 160 acre site.
2. The Stormwater Pollution Prevention Plan (SPPP) for this facility contained all
components required by NCG170000.
The facility has four outfalls. Outfall No. 1 receives stormwater from the northwest and
north side of the facility. Outfall No. 2 receives stormwater flow from just the northwest
side of the facility. Outfall No. 3 receives stormwater flow from the southwest side of the
facility. Outfall No. 4 receives stormwater flow from the southeast side of the facility. As a
result of the inspection of Outfall No. 4, the sample location was changed to the culvert
located down slope from the bank stabilized with rip rap. Continue to conduct your Outfall
No. 4 sampling and monitoring at that location. The new sampling point is indicative of
stormwater flow from the southeast side of the facility.
4. This facility does not perform any vehicle maintenance and does not utilize more than 55
gallons of new motor oil per month when averaged over a calendar year. Therefore, the
facility is required to perform only Qualitative monitoring. Documentation shows that
Qualitative monitoring has been performed as required by NCG 170000.

1. At the time of the inspection, Outfall No. 2 had excessive vegetation at the outfall.
Please remove excess vegetation and debris from around outfall No. 2 to allow
accessibility, safe sampling, and monitoring.
