In accordance with your application for a discharge permit received on March 4, 2008, we are forwarding herewith the subject certificate of coverage to discharge under the subject state —NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. The Washington Regional Office has expressed concern about the on -site storage of your release agent. Please address the storage of this liquid in your Stormwater Pollution and Prevention Plan (SP3) and by adding secondary containment to its outside storage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local governmental permit that may be required. Looking at the map, the discahrge would be going into the UT to Beaverdam Creek, like Jennifer mentioned in her e-mail to you (instead of to Skewakee Gut, like in their application); It's in the Roanoke River Basin, so there are no buffer rules to have to deal with,.and even though it is discharging into a blue-line/surface water, I've made some other calls uo there, and looking at the map, I'm pretty confident that the portion of the blue -line where their map indicates they would be discharging would not rate out as anything more than an ephemeral stream. The site discharges stormwater into a UT to Beaverdam Creek and (C). The NOI and map are attached. They are a new facility and plan to start operation March 17, 2008. They have fuel storage but say they have secondary containment for it. I spoke to him on the phone and put the answers from our conversation below. Does the Washington Regional Office have any concerns about issuing this facility a COC for this general permit, and are there any potential impacts to wetlands? If we don't receive any objections, we'll issue the COC in 30 days (April 18th, 2008). Thanks, Jen Jones Phone logs Questions: 1. Address? 1287 Greenville Avenue - checked on because had some different addresses in the Secretary of State's webpage. 2. Stream is Beaverdam creek not Skewakee Gut - checked on twice in USGS maps 3. Fuel - what kind of secondary containment? 1. Has cinderblock wall around it - But No lock on it - might ask them to put a lock on. 2. What is it used for? J. For production, not vehicle maintenance. 4. Do they have any other chemicals - especially ones they load/unload from a dock? 3. Only thing is have a release agent for the truck - they spray it in the bed of the truck. 4. It is in a plastic tote on ground outside. He said it was away from traffic. Does this require secondary containment? 5. Asphalt itself in production is not exposed to rain or water - goes from plant, to silo, to truck.
