On September 25, 2007, the Division of Water Quality, Stormwater Permitting Unit received your
Notice of Intent (NOI) to be covered under North Carolina's general permit NCG140000, re-
submitted for your proposed location in Roanoke Rapids at Industrial Drive. On October
29, 2007, we received your additional information submittal. The additional information submittal
is deficient, and we are again returning it unprocessed. We have been in contact with your
engineer, who requested an additional month to submit the recycle system details based our
second additional information request. It is our understanding that these details are still in the
design phase. Due to our current backlog and permit processing policy, I am unable to grant this
request for any more additional time.
The submittal is deficient in the following particulars.
We must see site specific engineering details of the recycle system in order to review the
volume and hydraulic operation of that structure. Details were provided in the additional
information submittal of a similar system at a different concrete plant, but they must be site
specific.
If you wish to reapply once you have these additional plans and details, please re -submit the
complete application package with the correct application fee. Please contact me with any

Please see permit application attached.
We have received an application for coverage of a new facility under NCG 14 from
Titan Carolina Concrete for their Roanoke Rapids Concrete Plant. The facility
drains to Quankey Creek (class C) south of Roanoke Rapids (Halifax County). DLR
approved the E&SC plan in September. There are wetlands shown on the site plan.
Does the Raleigh Regional Office have any concerns about issuing this facility a
COC for this general permit?

Your facility's Notice of Intent (NOI) for permit NCG140000 was received by the Stormwater
Permitting Unit on September 25, 2007. However, a review of the NOI showed that the
application is incomplete. Before the NOI can finish being processed please provide information
regarding the following:
1) Provide plans, details, and sections for the proposed recycle system. This is
needed in order to verify the minimum volume and free board is provided. Is the
drum clean -out water the only water entering the recycle system?
2) The calculations for the recycle system use the 25-year, 6-hour storm. Please
revise to show there is no discharge of the 25-year, 24-hour storm, plus 1-foot of
free board. The calculations need to be sealed by a PE.
3) Provide water balance calculations for the proposed recycle system that show the
25-year, 24-hour storm will be reused within approximately 3 days.
4) Please address washdown from the silo and trucks. As shown, not all sources of
process wastewater drain to the recycle system (ie: vehicle and equipment
washdown), please identify on the plans the discharge point(s). These discharge
points will have to be shown that they can meet effluent requirements in the
permit.
5) Will the aggregate stockpiles be irrigated? If so, this is considered a process
wastewater, and must meet effluent requirements.
Please note that if the requested information is not returned to my attention by November 1,
2007 your application will be returned as incomplete.
