The plant manager Billy Ross met with the multi -media team during the inspection. The SPPP was available during the
inspection. The SPPP needs to be updated to include additional area that is in use for the fabrication areas and to
reevaluate the concrete plant area. Please provide a detailed map of the site with all BMPs shown. Provide a detailed list
of BMPs with maintenance procedures. Sampling procedures and locations should be reevaluated to include all discharge
points.

6 Process wastewater discharges shall only be monitored for TPH when commingled with stormwater discharges from VMA areas. TPH does not have a limit for wastewater,
but instead is subject to benchmarks and provisions of Part IV, Section A, including the Tiered Response Action.
Flow rate can be measured continuously or calculated. Flow limits for wastewater discharges to HOW waters shall be set to 50% of the Summer 7Q10 Flow as per 15A
NCAC 02B .0224. Permittee3.wh6clischarge wastewater to HQW waters shall obtain a SummeNQ10 flow and report this information to DWQ. If the permittee cannot
obtain a Summer 7Q10 flow; for the receiving waters at the discharge location, the permittee shall notify DWQ and the DWQ Regional Office may require an annual Flow

Dear Mr. Willoughby:
On June 21, 2002, staff from the Wilmington Regional Office performed an
inspection at the subject facility to determine compliance with the conditions of the
General Permit. The Stormwater Pollution Prevention Plan was found to be sufficient
and the site was generally compliant. Wastewater was not discharging from the site
from the truck washing area or the aggregate wetting area at the time of the inspection.
Several areas on the site, however, were found to be deficient and in need of attention.
The waste oil storage system needs improvement. Currently the maintenance
staff must carry containers of waste oil from the shop and pour it by hand into the top of
the storage container. Spills can be expected while doing this. The containment
structure needs improvement, and the installation of a roof to eliminate exposure to
rainfall would reduce the potential for impacts.
Cement solids were observed in the depressional area on adjacent property at
the back of the site, indicating that stormwater runoff is transporting material from the
site. Best management practices need to be implemented to control erosion due to
stormwater runoff.
Within 10 days of receipt of this report, please notify this office in writing of what
corrective actions have been taken, or are proposed to be taken to corr ct the

violation to both the terms of this permit and the North Carolina General Statutes. Such a discharge shall be
considered an illegal discharge and may subject the owner to enforcement actions in accordance with North
Carolina General Statutes 143-215.6A
