We have addressed the issues stated in the letter and our response is as follows: 1) We contacted a contractor to clean out the process water cells. The work is to be completed by October 3l, 2008. 2) .-We have had the vegetation around the retention pond cleaned up. In prior coi5versations with the Division of Water Quality and our Environmental Consultant, %ve were told that it was best to leave the vegetation, as it would act as a buffer. 3) Enclosed are copies of the Qualitative and Analytical monitoring. Sullins, Director Division of Water Quality October 13, 2008 Subject: Stormwater Compliance Inspection Heritage Concrete Service Corp -Lee NvPDES Permit Number NCG140231 Lee County Dear Mr. Stephens: On September 17, 2008, Ms. Vicki Webb of the Raleigh Regional Office conducted a stormwater compliance inspection of Heritage Concrete Service Corp -Lee Facility on 140 Deep River Rd in Lee County with the assistance of Mr. Danny Huffman, via phone, plant manager of the facility. His help was appreciated as it eased the inspection process. The following observations were made: An inspection of the Heritage Concrete Service Corp -Lee facility's stormwater permit was conducted. The site is located off Deep River Road in Sanford, NC. Stormwater runoff from this site is discharged to the receiving waters designated as an Unnamed Tributary (UT) of Gum Fork, a class WS IV stream in the Cape Fear River Basin. Process water flows through a series of cells that filters out solids. Then runs out of a porthole down a ditch with a series of gravel sediment dams to a retention pond. The water is then discharged to the UT. All components of the Stormwater Pollution Prevention Plan (SP3) were present including: detailed site maps, a list of potential contaminants, a spill and response plan, a narrative describing BMPs, and a contact list of whom to contact in an emergency. Employee training records were on -site. The facility maintains good house keeping practices. 1. During the inspection, the process water cells were full of solids and not allowing proper detention time for solids to fall out. This series of cells is to be cleaned out immediately. 2. Vegetation around retention pond is to be maintained. This will help aid in qualitative and analytical monitoring. 3. All files and records should be kept in a manner where employees can find them. NC 27330 Subject: Compliance Evaluation Inspection Heritage Concrete — Sanford, NC NPDES Stormwater Permit No. NCG140231 Lee County Dear Mr. Stephens, This writer, of the NC Division of Water Quality, conducted a Compliance Evaluation Inspection of the Heritage Concrete Plant in Sanford, NC on April 20, 2005. You, along with Mr. Danny Huffman (Plant Manager), represented the Plant during the Inspection. The assistance provided was greatly appreciated. Findings during the inspection are as follows: 1) Stormwater and process wastewater from the entire facility is directed to one sedimentation basin prior to discharge. Analytical and qualitative monitoring for the first year of the current permit term (8/1/04 — 7/31/09) had not been performed as of the time of this Inspection. 2) Past pH testing at your Plant has been performed by a Contract Laboratory. Because the holding time for pH samples is 15 minutes, this Office requests that you acquire a pH meter and perform all pH testing on -site. The meter must be calibrated prior to each use with a series of pH buffer solutions. NC Division of Water Quality personnel may observe Heritage Concrete personnel perform a calibration and test a sample during future inspections. 3) In our discussion you mentioned your desire to construct additional treatment facilities to ensure that the Plant's stormwater/process wastewater discharge meets the permit limitations. Under 15A 2H.0126 and 2H.0139, recycle systems and other stormwater control structures allowing process wastewater to discharge to waters of the State at ready mixed concrete facilities or structures capturing the water for nondischarge closed -loop reuse under 2H.0219(a) "shall be designed following good engineering practice and comply with the minimum design requirements ...The plans and specifications must be sealed by a Professional Engineer licensed in North Carolina ..." 4) Cracks in the wall of the "add -mix" secondary containment structure must be repaired to ensure proper containment of material in the event of a leak. NPDES Permit No. NCG140231 Lee County Toured the plant with Cliff Stephens, President and Danny Huffman, Plant Manager. It had been reported to D WQ by a competitor that a new plant was being built and it may be locating in a flood plain. This allegation precipitated the visit. The "new" plant will involve a new superstructure for loading trucks very near the existing one, plus changes in the location of some aggregate storage piles. The drum washout pit is to be enlarged. There will be no expansion beyond the existing footprint. There is a drainage ditch along the "left side when facing the street" into which process water could potentially go. This appeared to discharge into the low ground (wetland?) at the back of the property. The "lowground" had a good bit of eroded silt in it. The source could not be determined without a more extensive investigation. The company had been proactive in making changes Joe had requested on a visit in January 2002: • The detention pond had been enlarged and had higher berms. Freeboard was about 1.5 feet. Water escapes by weeping through crushed stone, and sampling is somehow accomplished on the downstream side of the stone. • Stripes had been painted on the paved parking area for trucks. Each is assigned a spot so that leaks can be easily identified. This is a good feature that we may want to suggest to others. • Secondary containments have been installed for admixture chemicals and fuel tanks. A roof covered the admixture structure, going beyond what was requested. • Vehicle wash water is now being routed to the detention pond. That path showed erosion, however. It needs to be either concreted, or probably more preferable, be grassed with riprap energy dissipation in a few places. They use admixture chemicals overnight as much as possible to avoid drum washing. The washout pit overflows to the detention pond. At present, the pit is too small to hold the volume for evaporation, although settling of solids is probably satisfactory. On the next CEI, be sure to investigate fully the outfalls. There may be three — the ditch described above, the detention pond, and perhaps one behind the large. blue building. Note the impact on the wetland from all three. Vehicle Maintenance is done onsite, and any runoff goes to the pond. Will this be a separate sampling point? [f so, how and where? Documentation was not reviewed. This work should be completed within the next 2-3 weeks. Our plan is to remove the current containment area for our waste oil and build a new containment for both the waste oil tank and diesel fuel tank. This area will be covered by a tin roof and will be located off the back of our shop area. Concerning the water running off site: We have had our containment pond cleaned by a grading contractor (N.C. Beal & Sons) so it now works properly. N.C. Beal is scheduled to come back to enlarge the containment pond as soon as their schedule will allow. We have also eliminated having to wash our trucks out at the end of the day. We are now using a product called W.O. (provided by Euclid Chemical) to eliminate having to clean the inside of mixer drums with water. The W.O. is put in the drum with 40 gallons of water at the end of each production day. This product stops the remaining paste from hardening in the drum and eliminates having to wash the paste out.
