WRECTION
Smith + Gardner (S+G) is pleased to submit this Tier 3 Monthly Discharge Monitoring Report (DMR1 for
stormwater monitoring at the Red Rock C&D Landfill. The site is located in Wake County, North ,
Carolina. The facility is permitted to discharge stormwater related to landfitling activities under the
NPDES program by the General Permit No. 120000 (permit), issued by the North Carolina Department
of Environmental Quality, Division of,Water Quality.
As you are aware, the facility is required to monitor discharge at the following Stormwater Discharge
Outfall (SDO) locations:
1. COMP-1 [Basin B, Basin 6, Basin Til;
2. COMP-2 [Basin AI;
3. Sediment Basin IISB-11; and
4. COMP-4 [Basin 81
Sediment Basin 1 entered Tier III status for total suspended solids (TSS) in December 2018 and
improvements were made to mitigate erosion from the soil stockpile area. No discharge occurred at
SB-1 during the month of September. We are providing two (2) copies of the DMR report for this
submittal.
If you have any questions, or require further information, please contact us via phone at (919) 828-0577
or by email. Thank you for your time.
Sincerely,

Smith + Gardner (S+GI is pleased to submit this Tier 3 Monthly Discharge Monitoring Report (DMRI for
stormwater monitoring at the Red Rock C&D Landfill The site is located in Wake County, North
Carolina. The facility is permitted to discharge stormwater related to landfilling activities under the
NPDES program by the General Permit No. 120000 (permit), issued by the North Carotina Department

1. COMP-1 (Basin B, Basin 6, Basin Ti);
2. COMP-2 (Basin AI;
3. Sediment Basin 11SB-1); and
4. COMP-4 (Basin 81
Sediment Basin 1 entered Tier III status for total suspended solids (TSSI in December. Improvements
were made in January to mitigate erosion from the soil stockpile area. Vegetation has been
reestablished in the seeded areas around SB-1 and the soil stockpile area and the pressurized bulb
was removed from SB-1. However, no discharge occurred at SB-1 during the month of June. We are
providing two (2) copies of the Di report for this submittal.

4 See General. Permit text, Table 3, identifying the especially sensitive receiving water classifications where the more protective benchmark applies.
Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, NO, or other similar non -
numerical format. When results are below the applicable limits, they must be reported in the format. "<XX mg/L". where XX is the numerical value of the
detection limit, reporting limit, etc. in mg/L. Conversely, where fecal coliform results exceed the dilution upper limit, report the result as ">XX".
Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit text.

Red Rock C&D Landfill JUL 2 2019
Certificate of Coverage NNCG120096
General Permit #NCG120000 CENTIIAL FILE—)
Dear Sir/Madam: DVJR SECTIOi l
Smith + Gardner (S+GI is pleased to submit this Tier 3 Monthly Discharge Monitoring Report (DMRI for
stormwater monitoring at the Red Rock C&D Landfill. The site is Located in Wake County, North
Carolina. The facility is permitted to discharge stormwater related to landfiLling activities under the
NPDES program by the General Permit No. 120000 (permit), issued by the North Carolina Department
of Environmental Quality, Division of Water Quality.
As you are aware, the facility is required to monitor discharge at the following Stormwater Discharge
OutfaLL (SDOI locations:
1. COMP-1 (Basin B. Basin 6, Basin T11;
2. COMP-2 (Basin A);
3. Sediment Basin 11SB-1); and
4. COMP-4 )Basin 81
Sediment Basin 1 entered Tier III status for total suspended solids (TSS) in December. Improvements
were made in January to mitigate erosion from the soil stockpile area. During the entire month of May,
the basin was plugged with a pressurized bulb in order to prevent discharge white vegetation is
reestablished in the seeded areas. We are providing two (2) copies of the DMR report for this
submittal.
If you have any questions, or require further information, please contact us via phone at (919I 828-0577
or by email. Thank you for your time.
Sincerely,
