Fnelosed is the monthly Storm water Discharge Monitoring Report for August 2019. Orange County is
currently ill Tier II monitoring for the facility due to high TSS. There was only one significant rain event
during the month of August 2019 on Saturday, August 24, 2019. Unfortunately, this event occurred at a
time when a first flush sample could not be collected.
Orange County continues to monitor the installed BMP's that help to control the amount of onsite erosion
and subsequent discharge of contaminated water. This includes monitoring of the growth of our
vegetative cover and minimizing the amount of disturbed land. If you have any questions, please contact
me a bwoodyaornagecountync.gov or 919-358-0479.

Enclosed is the monthly Storm water Discharge Monitoring Report for April 2019. Orange County is
currently in Tier II monitoring for the facility due to high TSS. There were several measurable
storm/rain events during the month of April 2019. A sample was collected from each of the two outfalls
at the start of the rain event on March 25, 2019 approximately 30 minutes after it had begun.
No Fecal Colrform was detected for the C & D and the MSW outfalls during the April rain event. This is
the second consecutive month that fecal coliform levels showed a significant decrease as compared with
the samples collected in March 2019 and February 2019.
Results indicate that both the C&D outfall and the MSW outfall do not exceed any of the limits outlined
in the County's NPDES permit. The results of the analysis are entered on the enclosed Storm water
DMR reporting form as well as copies of both analyses.
Orange County continues to monitor the installed BMP's that help to control the amount of onsite erosion
and subsequent discharge of contaminated water. This includes monitoring of the growth of our
vegetative cover and minimizing the amount of disturbed land. if you have any questions, please contact

FLAGS/NOTES AND DEFINITIONS
B The analyte was detected in the associated method blank.
D The sample was analyzed at dilution.
I The reported value is between the laboratory method detection limit (MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable.
U The analyte was analyzed for but not detected to the level shown, adjusted for actual sample preparation
data and moisture content, where applicable.
E The concentration indicated for this analyte is an estimated value above the calibration range of the
instrument. This value is considered an estimate.
MRL Method Reporting Limit, The MRL is roughly equivalent to the practical quantitation limit (PQL) and is
based on the low point of the calibration curve, when applicable, sample preparation factor, dilution
factor, and, in the case of soil samples, moisture content.
PQL PQL: Practical Quantitation Limit. The PQL presented is the laboratory MRL.
The analysis indicates the presence of an analyte for which there is presumptive evidence (85% or greater
confidence) to make a "tentative identification".
Greater than 25% concentration difference was observed between the primary and secondary GC column.
The lower concentration is reported.
[CALC] Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses.
Q-01 Analysis performed outside of method - specified holding time.
QM-07 The spike recovery was outside acceptance limits for the MS and/or MSD. The batch was accepted based
on acceptable LCS recovery.
QM-12 Precision between duplicate samples was outside acceptance limits.

Enclosed is the monthly Storm water Discharge Monitoring Report for March 2019. Orange County is
currently in Tier II monitoring for the facility due to high TSS. There were several measurable
storm/rain events during the month of March 2019. A sample was collected from each of the two outfalls
at the start of the rain event on March 25, 2019 approximately 30 minutes after it had begun.
A significant decrease in the Fecal Colifornl is shown for the C & D (100.0 cfu/ml) and the MSW (3.0
efu/m1) outfalls as compared with the last sample collected in February 2019 (292 cfu/ml- C&D/ 4000
cfu/ml- MSW).
If you have any questions, please contact
me a bwoodorna eg countynogov or 919-358-0479.

FLAGS/NOTES AND DEFINITIONS
B The analyte was detected in the associated method blank.
D The sample was analyzed at dilution.
] The reported value is between the laboratory method detection limit (MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable.
U The analyte was analyzed for but not detected to the level shown, adjusted for actual sample preparation
data and moisture content, where applicable.
E The concentration indicated for this analyte is an estimated value above the calibration range of the
instrument. This value is considered an estimate.
MRL Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation limit (PQL) and is
based on the low point of the calibration curve, when applicable, sample preparation factor, dilution
factor, and, in the case of soil samples, moisture content.
[CALCI Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses.
Q-01 Analysis performed outside of method - specified holding time.

Enclosed is the monthly Storm water Discharge Monitoring Report for June 2019. Orange County is
currently in Tier II monitoring for the facility due to high TSS. There were several measurable
storm/rain events during the month of June 2019. A sample was collected from each of the two outfalls
at the start of the rain event on June 11, 2019 approximately 30, minutes after it had begun.
Results indicate that the C&D outfall exceeds the threshold for fecal coliform. The MSW outfall does not
exceed any of the limits outlined in the County's NPDES permit. The results of the analysis are entered
on the enclosed Storm water DMR reporting form as well as copies of both analyses.
The landfill is surrounded by heavily wooded areas and wildlife is frequently spotted on the landfill
property which is the only way to explain fecal coliform presence in the discharge from C&D outfall.
The C&D landfill only accepts construction and demolition debris; therefore, which should not be a
source that would lead to the presence of fecal coliform.
Orange County continues to monitor the installed BMP's that help to control the amount of onsite erosion
and subsequent discharge of contaminated water. This includes monitoring of the growth of our
vegetative cover and minimizing the amount of disturbed land. If you have any questions, please contact
or 919-358-0479.

1 Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedancefor the same parameter at the same outfall.
'For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
'The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
"See General Permit text, Table 3, identifying the especially sensitive receiving water classifications where the more protective benchmark applies.
Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non -
numerical format. When results are below the applicable limits, they must be reported in the format. "<XX me/L". where XX is the numerical value of the
detection limit, reporting limit, etc. in mg/L. Conversely, where fecal coliform results exceed the dilution upper limit, report the result as ">XX".
Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit text.

FLAGS/NOTES AND DEFINITIONS
B The analyte was detected in the associated method blank.
D The sample was analyzed at dilution.
J The reported value is between the laboratory method detection limit (MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable.
[CALL] Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses.
Q-01 Analysis performed outside of method - specified holding time.
QM-07 The spike recovery was outside acceptance limits for the MS and/or MSD. The batch was accepted based
on acceptable LCS recovery.
